Book Description

This report begins with a short history of the legislation and other factors that led to the creation of the current CFSR and then briefly describes how a CFSR is conducted and what "substantial conformity" with federal child welfare policy means in the context of this review. Much has been made of the fact that no state was found to be in substantial conformity with all aspects of federal policy reviewed during the initial (FY2001-FY2004) round of the CFSRs. This report seeks to better understand that fact by looking closely at state performance on each of the performance indicators that determined compliance.

African American Children in Foster Care: HHS and Congressional Actions Could Help Reduce Proportion in Care


Book Description

A significantly greater proportion of African American children are in foster care than children of other races and ethnicities relative to their share of the general population. Given this situation, this report analyzes the: (1) major factors influencing their proportion in foster care; (2) strategies states and localities have implemented that appear promising; and (3) ways in which fed. policies may have influenced the proportion of African American children in foster care. This testimony is based on a report issued in July 2007 which included a nationwide survey; a review of research and policies; state site visits; analyses of child welfare data; and interviews with researchers, HHS officials, and other experts. Evidence for Child Welfare Practice


Book Description

This book provides a "work-in-progress" that seeks to capture the micro (direct service) and macro (managerial) perspectives related to identifying evidence for practice within the practice domain of public child welfare. It is divided into two categories; namely, evidence for direct practice and evidence for management practice. In Part I, the articles are categorized in the areas of child welfare assessment and child welfare outcomes. Expanded versions of the chapters can be accessed at www.bassc.net. In Part II, the focus is on organizational issues that relate to evidence for management practice. This section includes an overview of evidence-based practice from an organizational perspective along with evidence related to the experiences of others in implementing evidence-based practice. This book pushes the discussion of evidence-based practice in several new directions regarding: 1) the use of structured reviews to complement the systematic reviews of the Cochrane and Campbell Collaboratives, 2) the process of viewing the call for evidence-based practice as a goal or future vision of practice and evidence for practice provides a more immediate approach to promote evidence-informed practice, and 3) a recognition that evidence-informed practice is part of building agency-based knowledge sharing systems that involve the tacit and explicit knowledge needed to improve the outcomes of social services. This book was published as a special issue of the Journal Of Evidence-Based Social Work.
