This book assesses the role of identity and Chinese face culture in Chinese foreign policy by analyzing China’s political and economic retaliation against South Korea’s deployment of the THAAD (Terminal High Altitude Area Defense) system on its soil. By examining the history and military action of China, Japan, and North and South Korea, the book argues that China’s divergent responses were caused by different expectations according to whether states had a perceived identity as a friend or a rival. The author demonstrates that Chinese face culture shapes China’s reaction to others through three dynamics of seeking, saving, and losing face. This book shows how identity and culture have worked in the relationship between China and neighboring countries through three case studies exploring North Korea’s Taepodong-2 missile launch and first nuclear test in 2006, South Korea’s decision to allow the United States to deploy the THAAD around 2016, and Japan’s decision to deploy two U.S. X-band radars in 2005 and 2014. As competition among the traditional great powers in the Asia region intensifies, Canada faces a stark choice: Should it align its foreign policy with the US-led free and open Indo-Pacific strategy? Shared values and material ties give Canada a clear incentive to follow the lead of the United States and Western-aligned democracies in the region. Follow the Leader presents the case for the development of a foreign policy based on understanding how Asia sees itself rather than Western presumptions. China is not only a great power but often an opaque one. What does its regional diplomacy tell us about the country’s geopolitical position and ambitions, and what patterns does it reveal? Building from international relations theories focused on how external threats, domestic politics, and ideology influence foreign policy, Yuxing Huang puts forward a nuanced argument. He suggests that in an environment of numerous regional competitors and alignments, China has developed a form of asymmetric statecraft toward its many weaker neighbours. In the South China Sea, it maintains a uniform strategy toward Vietnam, the Philippines, and Malaysia. Whereas in South Asia, it practises selective strategies to maintain the status quo with India and to enhance Pakistan’s position. Drawing on extensive archival sources, this perceptive interpretation of the different narratives and paradigms that constitute China’s foreign policy alerts us to the potential future of its diplomatic endeavours in a dramatically changing international environment.
