China's Foreign Relations and the Survival of Autocracies

The Chinese government has frequently been criticized for propping up anti-democratic governments. This book investigates the rise of China as an emerging authoritarian power. By comparing China’s bilateral relations to three Asian developing countries – Burma, Cambodia and Mongolia – it examines how China targets specific groups of actors in autocracies versus non-autocracies. It illustrates how the Chinese non-interference policy translates into support for incumbent leaders in autocratic countries and how the Chinese government has thereby profited from exploiting secretive decision making in autocracies to realize its own external interests such as achieving access to natural resources. In a statistical analysis of the patterns of Chinese external cooperation and their impact on the survival of autocratic leaders, the book finds some evidence that China is more likely to target autocracies with economic cooperation. However, only some forms of bilateral interaction are found to increase the prospect of survival for autocratic leaders. This important contribution to the understanding of both external factors of authoritarian endurance and China’s foreign relations, a field of study still lacking systematic investigation, will be of great interest to students and researchers in Development Studies, Asian Studies, International Relations, and International Political Economy.

This collection examines changes in China’s international role over the past century. Tracing the links between domestic and external expectations in the PRC’s role conception and preferred engagement patterns in world politics, the work provides a systematic account of changes in China’s role and the mechanisms of role taking. Individual chapters address the impact of China’s history and identity on its bilateral role taking patterns with the United States, Japan, Africa, the Europe Union, and Socialist States as well as China’s role in international institutions, the G-20, and East Asia’s Financial Order. Each of the empirical chapters is written to a common template exploring the role of historical self-identification, altercasting and domestic role contestation in shaping the PRC’s role. Autocracy Rising

How Nicolás Maduro reinvented authoritarianism for the twenty-first centurVenezuela, which once enjoyed periods of democratically elected governments in the latter half of the twentieth century, has descended into autocratic rule, coupled with economic collapse. In his new book, Autocracy Rising, veteran scholar of Latin American politics Javier Corrales explores how and why this happened. Corrales focuses on two themes: party systems and institutional capacity. He argues that Venezuela’s democratic backsliding advanced when the ruling party obtained far too much electoral clout while the opposition fragmented. The state then took control of formerly independent agencies of the state. This allowed the ruling party to use and abuse of the law to favor the president—which in turn generated a permanent economic crisis. After succeeding Hugo Chávez in 2013, Nicolás Maduro confronted, unexpectedly, another change in the party system: a rising opposition. This triggered deeper autocratization. To survive, the state was compelled to modernize autocratic practices and seek alliances with sinister partners. In short, Maduro concentrated power, paradoxically, by sharing power. Autocracy Rising compares what occurred in Venezuela to twenty other cases throughout Latin America where presidents were forced out of office. Corrales illuminates the depressing cycle in which semi-authoritarian regimes become increasingly autocratic in response to crisis, only to cause new crises that lead to even greater authoritarianism.




Authoritarian Diffusion and Cooperation

To shed light on the global reassertion of authoritarianism in recent years, this volume analyses transnational diffusion and international cooperation among non-democratic regimes. How and with what effect do authoritarian regimes learn from each other? For what purpose and how successfully do they cooperate? The volume highlights that present-day autocrats pursue mainly pragmatic interests, rather than ideological missions. Consequently, the connections among authoritarian regimes have primarily defensive purposes, especially insulation against democracy promotion by the West. As a result, the authors do not foresee a major recession of democracy, as occurred with the rise of fascism during the interwar years. The chapters in this book were originally published in a special issue of Democratization.




The EU and China in African Authoritarian Regimes

This open access book analyses the domestic politics of African dominant party regimes, most notably African governments’ survival strategies, to explain their variance of opinions and responses towards the reforming policies of the EU. The author discredits the widespread assumption that the growing presence of China in Africa has made the EU’s task of supporting governance reforms difficult, positing that the EU’s good governance strategies resonate better with the survival strategies of governments in some dominant party regimes more so than others, regardless of Chinese involvement. Hackenesch studies three African nations – Angola, Ethiopia and Rwanda – which all began engaging with the EU on governance reforms in the early 2000s. She argues that other factors generally identified in the literature, such as the EU good governance strategies or economic dependence of the target country on the EU, have set additional incentives for African governments to not engage on governance reforms.




Authoritarian Regionalism in the World of International Organizations

The interconnection between international organizations (IOs) membership and democratization has become a topic of intense debate. However, the main focus of the literature so far has been on IOs created by democratic states and comprised mostly of democracies, for examples the European Union. In contrast to existing studies, this book focuses on another group of regional IOs, referred to as 'non-democratic IOs' which are organizations founded by autocracies. How do these newly emerged organizations interrelate and interact with the outside world? How do they counteract and confront the danger of democratization in their own member states and neighboring states? This book aims to address these questions by developing a new theory of authoritarian regionalism, and by combining both quantitative and qualitative analysis to test it. The quantitative analysis uses a large dataset of all regional organizations worldwide for the post-World War II period, with the aim of defining historical trends in development and the modification of regionalism over the last seven decades (1945-2015). Qualitative analysis refines and develops the argument by looking at the case of post-Soviet Eurasia. The book uncovers a new type of regionalism - 'authoritarian regionalism' and traces its historical roots as well as its implications for modern politics. The book is the first attempt to systematically investigate the functioning and the impact of authoritarian regionalism as a new phenomenon as well as its implications for democratization world-wide. The book contributes to the theory of regionalism, international organizations, studies of autocracies, foreign policy, and democratization world-wide.




Dictators at War and Peace

Why do some autocratic leaders pursue aggressive or expansionist foreign policies, while others are much more cautious in their use of military force? The first book to focus systematically on the foreign policy of different types of authoritarian regimes, Dictators at War and Peace breaks new ground in our understanding of the international behavior of dictators. Jessica L. P. Weeks explains why certain kinds of regimes are less likely to resort to war than others, why some are more likely to win the wars they start, and why some authoritarian leaders face domestic punishment for foreign policy failures whereas others can weather all but the most serious military defeat. Using novel cross-national data, Weeks looks at various nondemocratic regimes, including those of Saddam Hussein and Joseph Stalin; the Argentine junta at the time of the Falklands War, the military government in Japan before and during World War II, and the North Vietnamese communist regime. She finds that the differences in the conflict behavior of distinct kinds of autocracies are as great as those between democracies and dictatorships. Indeed, some types of autocracies are no more belligerent or reckless than democracies, casting doubt on the common view that democracies are more selective about war than autocracies.
