"The Housing and Community Development Act of 1974 was signed into law by President Ford on August 22, 1974. ... The Act represented a major shift in decision-making from the federal bureaucracy in Washington, D.C. to those U.S. localities to be benefitted by community development block grants. A major requirement of the Act was to provide ample opportunity for input from the local residents during the development of the pre-application and application phases of the CDBG program.
