Excerpt from The Charter and Ordinances of the City of Salem: Together With the Special Statutes Relating to the City and Other Matters Appended Thereto By the sudden death of alderman Augustus J. Fabens, which occurred May 26th, 1894, the committee was deprived of its chair man, and the city of an able and faithful public servant. The vacancy on the committee was not filled, the work being continued with alderman Grove as chairman. Councilman Saunders retired from the city council at the end of the year 1894, and Mr. Averills from that time served as a member of the board of aldermen, leaving the common council with but a single representative; but with the exception of Messrs. Fabens and Saunders, the same per sons have been continued as the committee in charge of the work from the beginning, no others having been added. Of the plan of the book little need be said, as it resembles in most respects that of the edition of 1880. All ordinances remain ing in force appear here completely revised and rearranged. With them have been incorporated, by vote of a majority of the committee, the principal statutory provisions relating to their various subject matters. The object of this was to bring together, so far as convenient, all provisions of law bearing directly upon municipal matters. For the actual authority, however, the stat utes themselves should be consulted; and, to facilitate this, mar ginei references have been freely inserted and the charter and acts in amendment thereof, with the special statutes relative to the city.
