Reshaping Urban Conservation

This volume focuses on the implementation of the 2011 UNESCO Recommendation on the Historic Urban Landscape (HUL approach), designed to foster the integration of heritage management in regional and urban planning and management, and strengthen the role of heritage in sustainable urban development.Earlier publications and research looked at the underlying theory of why the HUL approach was needed and how this theory was developed and elaborated by UNESCO. A comprehensive analysis was carried out in consultation with a multitude of actors in the twenty-first-century urban scene and with disciplinary approaches that are available to heritage managers and practitioners to implement the HUL approach.This volume aims to be empirical, describing, analyzing, and comparing 28 cities taken as case studies to implement the HUL approach. From those cases, many lessons can be learned and much guidance shared on best practices concerning what can be done to make the HUL approach work.Whereas the previous studies served to illustrate issues and challenges, in this volume the studies point to innovations in regional and urban planning and management that can allow cities to avoid major conflicts and to further develop in competitiveness. Preserving Whose City?

With Brazil’s largest concentration of historic landmarks and famous landscapes, Rio de Janeiro’s passionate heritage debates have helped to define both the city and the country. Taking a critical preservationist stance, Brian Godfrey explores how historic designation and urban rebranding have shaped Rio’s distinctive sense of place. Official heritage programs date from the 1930s, when federal authorities centralized power and promoted nationalism. The city began a heritage-based strategy of urban revitalization and rebranding in the 1980s––the “Cultural Corridor” of historic places downtown. Subsequent rediscovery of the old “Little Africa” district and continuing struggles of favela communities have emphasized narratives of “counter-memory” against racism, social injustice, and governmental neglect. Meanwhile environmental activism has encouraged programs to conserve the historic landscapes of Rio’s famous mountains, forests, beaches, and bays. While historic preservation often presumes to conserve or restore heritage sites according to a preexisting authenticity, Godfrey shows how the past actually becomes a resource for present-day interests. Memory brokers have guided the reinvention of historic places, determining whose past has been preserved. Reconsidering Colonial Heritage in West African Cities

The material heritage of the colonial era is built into Africa’s cities, from their urban layouts, to their architecture, monuments and street names. This book discusses the varying responses to colonial heritage in West African cities, with a particular focus on the case studies of Praia in Cape Verde, Dakar in Senegal and Banjul in The Gambia. Europeans tended to focus on cities as centres of administration, and they were often both the starting points for settlement and the locations in which power was formally handed over to new African governments. Colonialism in Praia, Dakar and Banjul was abolished at different times, under different colonial powers (Portuguese, French and British) and amongst vastly different conditions of unrest. Based on extensive original research, this book demonstrates that the contemporary approach to the contentious issue of urban colonial heritage is often determined by metropolis-colony relationship before decolonisation, postcolonial diplomatic relations as well as present-day political decisions. The book uncovers a rich relationship between politics and urban space, and between new and old. Combining insights from political sciences, history, critical geography, heritage studies and urban planning, this book will be of interest to a wide range of researchers.
