In the decades following World War II, professional city planners in Detroit made a concerted effort to halt the city's physical and economic decline. Their successes included an award-winning master plan, a number of laudable redevelopment projects, and exemplary planning leadership in the city and the nation. Yet despite their efforts, Detroit was rapidly transforming into a notorious symbol of urban decay. In Redevelopment and Race: Planning a Finer City in Postwar Detroit, June Manning Thomas takes a look at what went wrong, demonstrating how and why government programs were ineffective and even destructive to community needs. In confronting issues like housing shortages, blight in older areas, and changing economic conditions, Detroit's city planners worked during the urban renewal era without much consideration for low-income and African American residents, and their efforts to stabilize racially mixed neighborhoods faltered as well. Steady declines in industrial prowess and the constant decentralization of white residents counteracted planners' efforts to rebuild the city. Among the issues Thomas discusses in this volume are the harmful impacts of Detroit's highways, the mixed record of urban renewal projects like Lafayette Park, the effects of the 1967 riots on Detroit's ability to plan, the city-building strategies of Coleman Young (the city's first black mayor) and his mayoral successors, and the evolution of Detroit's federally designated Empowerment Zone. Examining the city she knew first as an undergraduate student at Michigan State University and later as a scholar and planner, Thomas ultimately argues for a different approach to traditional planning that places social justice, equity, and community ahead of purely physical and economic objectives. Redevelopment and Race was originally published in 1997 and was given the Paul Davidoff Award from the Association of Collegiate Schools of Planning in 1999. Students and teachers of urban planning will be grateful for this re-release. A new postscript offers insights into changes since 1997.




Urban Planning and the African-American Community

Courtney Elizabeth Knapp chronicles the politics of gentrification and culture-based development in Chattanooga, Tennessee, by tracing the roots of racism, spatial segregation, and mainstream "cosmopolitanism" back to the earliest encounters between the Cherokee, African Americans, and white settlers. For more than three centuries, Chattanooga has been a site for multiracial interaction and community building; yet today public leaders have simultaneously restricted and appropriated many contributions of working-class communities of color within the city, exacerbating inequality and distrust between neighbors and public officials. Knapp suggests that "diasporic placemaking"—defined as the everyday practices through which uprooted people create new communities of security and belonging—is a useful analytical frame for understanding how multiracial interactions drive planning and urban development in diverse cities over time. By weaving together archival, ethnographic, and participatory action research techniques, she reveals the political complexities of a city characterized by centuries of ordinary resistance to racial segregation and uneven geographic development.




The Separate City

A ground-breaking collaborative study merging perspectives from history, political science, and urban planning, The Separate City is a trenchant analysis of the development of the African-American community in the urban South. While similar in some respects to the racially defined ghettos of the North, the districts in which southern blacks lived from the pre-World War II era to the mid-1960s differed markedly from those of their northern counterparts. The African- American community in the South was (and to some extent still is) a physically expansive, distinct, and socially heterogeneous zone within the larger metropolis. It found itself functioning both politically and economically as a "separate city"—a city set apart from its predominantly white counterpart. Within the separate city itself, internal conflicts reflected a structural divide between an empowered black middle class and a larger group comprising the working class and the disadvantaged. Even with these conflicts, the South's new black leadership gained political control in many cities, but it could not overcome the economic forces shaping the metropolis. The persistence of a separate city admitted to the profound ineffectiveness of decades of struggle to eliminate the racial barriers with which southern urban leaders—indeed all urban America—continue to grapple today.

When Ivory Towers Were Black

This personal history chronicles the triumph and loss of a 1960s initiative to recruit minority students to Columbia University’s School of Architecture. At the intersection of US educational, architectural, and urban history, When Ivory Towers Were Black tells the story of how an unparalleled cohort of ethnic minority students overcame institutional roadblocks to earn degrees in architecture from Columbia University. Its narrative begins with a protest movement to end Columbia’s authoritarian practices, and ends with an unsettling return to the status quo. Sharon Egretta Sutton, one of the students in question, follows two university units that led the movement toward emancipatory education: the Division of Planning and the Urban Center. She illustrates both units’ struggle to open the ivory tower to ethnic minority students and to involve those students in improving Harlem’s slum conditions. Along with Sutton’s personal perspective, the story is narrated through the oral histories of twenty-four fellow students who received an Ivy League education only to find the doors closing on their careers due to Nixon-era urban disinvestment policies.

Robert Clifton Weaver and the American City

From his role as Franklin Roosevelt’s “negro advisor” to his appointment under Lyndon Johnson as the first secretary of Housing and Urban Development, Robert Clifton Weaver was one of the most influential domestic policy makers and civil rights advocates of the twentieth century. This volume, the first biography of the first African American to hold a cabinet position in the federal government, rescues from obscurity the story of a man whose legacy continues to affect American race relations and the cities in which they largely play out. Tracing Weaver’s career through the creation, expansion, and contraction of New Deal liberalism, Wendell E. Pritchett illuminates his instrumental role in the birth of almost every urban initiative of the period, from public housing and urban renewal to affirmative action and rent control. Beyond these policy achievements, Weaver also founded racial liberalism, a new approach to race relations that propelled him through a series of high-level positions in public and private agencies working to promote racial cooperation in American cities. But Pritchett shows that despite Weaver’s efforts to make race irrelevant, white and black Americans continued to call on him to mediate between the races—a position that grew increasingly untenable as Weaver remained caught between the white power structure to which he pledged his allegiance and the African Americans whose lives he devoted his career to improving.
