This book focuses on civil service reform within the central administration in Latin America. It analyzes updated versions of the country assessments carried out by the Inter-American Development Bank in 2004 in 16 countries and presents a comparative analysis of the ways in which the countries have evolved during the last decade. The methodology is based on the principles of the Ibero-American Charter for Public Service. In addition, it draws lessons from reform processes, identifying strategies for civil service modernization in the region. Finally, the book proposes a possible future agenda to continue the efforts to further professionalize the civil service in Latin America.

Civil Service Reform

The authors of this book contend that the civil service system, which was devised to create a uniform process for recruiting high-quality workers to government, is no longer uniform or a system. Nor does it help government find and retain the workers it needs to build a government that works. The current civil service system was designed for a government in which federal agencies directly delivered most public services. The Official History of the British Civil Service

This first volume of the Official History of the UK Civil Service covers its evolution from the Northcote-Trevelyan Report of 1854 to the first years of Mrs Thatcher’s government in 1981. Despite current concerns with good governance and policy delivery, little serious attention has been paid to the institution vital to both: the Civil Service. This Official History is designed to remedy this by placing present problems in historical context and by providing a helpful structure in which others, and particularly former officials, may contribute to the debate. Government for the Future

In recognition of its 20th anniversary, The IBM Center for the Business of Government offers a retrospective of the most significant changes in government management during that period and looks forward over the next 20 years to offer alternative scenarios as to what government management might look like by the year 2040. Part I will discuss significant management improvements in the federal government over the past 20 years, based in part on a crowdsourced survey of knowledgeable government officials and public administration experts in the field. It will draw on themes and topics examined in the 350 IBM Center reports published over the past two decades. Part II will outline alternative scenarios of how government might change over the coming 20 years. The scenarios will be developed based on a series of envisioning sessions which are bringing together practitioners and academics to examine the future. The scenarios will be supplemented with short essays on various topics. Part II will also include essays by winners of the Center’s Challenge Grant competition.
