Such a notion is difficult to imagine in a state with a diverse, talented and growing population; hard to conceive in a land of such breathtaking physical beauty. However, after nine months of study supported by a talented professional staff, the Colorado Economic Futures Panel concludes that Colorado is indeed a state at risk.
