Debates about U.S. foreign policy have revolved around three main traditions--liberal internationalism, realism, and nationalism. In this book, distinguished political scientist Henry Nau delves deeply into a fourth, overlooked foreign policy tradition that he calls "conservative internationalism." This approach spreads freedom, like liberal internationalism; arms diplomacy, like realism; and preserves national sovereignty, like nationalism. It targets a world of limited government or independent "sister republics," not a world of great power concerts or centralized international institutions. In Faces of Internationalism, Eugene R. Wittkopf examines the changing nature of public attitudes toward American foreign policy in the post-Vietnam era and the role that public opinion plays in the American foreign policymaking process. Drawing on new data--four mass and four elite opinion surveys undertaken by the Chicago Council of Foreign Relations from 1974 to 1986--combined with sophisticated analysis techniques, Wittkopf offers a pathbreaking study that addresses the central question of the relationship of a democracy to its foreign policy. The breakdown of the "consensus" approach to American foreign policy after the Cold War years has become the subject of much analysis. This study contributes to revisionist scholarship by describing the beliefs and preferences that have emerged in the wake of this breakdown. Wittkopf counters traditional views by demonstrating the persistence of U.S. public opinion defined by two dominant and distinct attitudes in the post-Vietnam war years--cooperative and militant internationalism. The author explores the nature of these two "faces" of internationalism, focusing on the extent to which elites and masses share similar opinions and the political and sociodemographic correlates of belief systems. Wittkopf also offers an original examination of the relationship between beliefs and preferences.

It argues that a kind of conservative US nationalism long predates the Trump presidency, and goes back to the American founding. Conservative Internationalism in American Foreign Policy

The 1920s represented the beginning of a new era in foreign policy for the United States. With Europe devastated by World War I, the United States became the new economic power in international relations but had no clear vision of how to use this power. The election of Republican Warren Harding in 1920 signaled the beginning of the Republican Ascendancy, the first of three Republican presidential victories, and new rhetoric on how to approach foreign policy based in conservative internationalism. Utilizing the definition presented by Thomas Knock in To End All Wars and rhetorical analysis, this project argues that the three administrations shared foreign policy language and used it to define a conservative standard for American participation in the era between the world wars. This shared language was used by the president, secretary of state, and secretary of commerce over the course of the decade to apparent success in the 1921-22 Washington Conference, 1929 Kellogg-Briand Pact, and 1930 London Naval Conference, only to unravel with the stock market crash in October 1929 and the following international Great Depression.

Freedom fighters. Guerrilla warriors. Soldiers of fortune. The many civil wars and rebellions against communist governments drew heavily from this cast of characters. Yet from Nicaragua to Afghanistan, Vietnam to Angola, Cuba to the Congo, the connections between these anticommunist groups have remained hazy and their coordination obscure. Yet as Kyle Burke reveals, these conflicts were the product of a rising movement that sought paramilitary action against communism worldwide. Tacking between the United States and many other countries, Burke offers an international history not only of the paramilitaries who started and waged small wars in the second half of the twentieth century but of conservatism in the Cold War era. From the start of the Cold War, Burke shows, leading U.S. conservatives and their allies abroad dreamed of an international anticommunist revolution. They pinned their hopes to armed men, freedom fighters who could unravel communist states from within. And so they fashioned a global network of activists and state officials, guerrillas and mercenaries, ex-spies and ex-soldiers to sponsor paramilitary campaigns in Asia, Africa, and Latin America. Blurring the line between state-sanctioned and vigilante violence, this armed crusade helped radicalize right-wing groups in the United States while also generating new forms of privatized warfare abroad.
