Consultative Democracy or Consultative Authoritarianism?

This book theorizes Chinese politics, specifically about China’s “deliberative democracy (xieshang minzhu 协商民主)”. Creating a China-West comparative framework, the author interrogates China's government's claims to give representation to citizens, allowing readers to see how all of these concepts interact within Chinese ideology, democratic discourse, and governance, and their relationship with Chinese authoritarianism. Above all, this book represents a sustained hybridization of political theory, one which is neither a simple democratic-authoritarian dichotomy, nor a reinterpretation of the official propaganda. This study will interest scholars of Chinese politics and statecraft, shedding light on an emergent discourse of the state – Chinese xieshang minzhu. More importantly, this book goes beyond a simple rhetorical and linguistic use of ‘deliberative democracy’ in the Western sense, and rather emphasizes the very consultative nature of Chinese politics, which facilitates and reconsolidates Chinese authoritarianism.

Authoritarianism and the Elite Origins of Democracy

This book argues that - in terms of institutional design, the allocation of power and privilege, and the lived experiences of citizens - democracy often does not restart the political game after displacing authoritarianism. Democratic institutions are frequently designed by the outgoing authoritarian regime to shield incumbent elites from the rule of law and give them an unfair advantage over politics and the economy after democratization. Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. Popular Political Support in Urban China


Book Description

Has the current political system in the People's Republic of China lost its legitimacy in the eyes of the Chinese public? On the basis of three carefully drawn surveys of Beijing residents between 1995 and 1999, the author finds that diffuse support for the current political system—based on attitudes toward institutions and values—remains strong, at least among city-dwellers, though it is gradually declining. Specific support for current political authorities, as measured by evaluations of their performance in major policy domains, is much weaker, with many citizens evaluating the authorities' performance as mediocre. In analyzing the longitudinal data presented here, the author finds that the same set of key sociodemographic attributes and sociopolitical orientations variably influence citizens' attitudes toward the political system and their evaluations of leaders' performance. Further, the study shows that citizens' attitudes toward the system, on the one hand, and their evaluation of incumbents' performance on the other, have different impacts on forms of political participation, such as voting and contacting authorities.




China's Governance Model

Many studies of government in China either simply describe the political institutions or else focus, critically, on the weaknesses of the system, such as corruption or the absence of Western-style democracy. Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. Determinants of Democratization

What are the determinants of democratization? Do the factors that move countries toward democracy also help them refrain from backsliding toward autocracy? This book attempts to answer these questions through a combination of a statistical analysis of social, economic, and international determinants of regime change in 165 countries around the world in 1972–2006, and case study work on nine episodes of democratization occurring in Argentina, Bolivia, Hungary, Nepal, Peru, the Philippines, South Africa, Turkey, and Uruguay. The findings suggest that democracy is promoted by long-term structural forces such as economic prosperity, but also by peaceful popular uprisings and the institutional setup of authoritarian regimes. In the short-run, however, elite actors may play a key role, particularly through the importance of intra-regime splits. Jan Teorell argues that these results have important repercussions both for current theories of democratization and for the international community's effort in developing policies for democracy promotion.
