Book Description

This book examines cultural participation from three different, but interrelated perspectives: participatory art and aesthetics; participatory digital media, and participatory cultural policies and institutions. Focusing on how ideals and practices relating to cultural participation express and (re)produce different "cultures of participation", an interdisciplinary team of authors demonstrate how the areas of arts, digital media, and cultural policy and institutions are shaped by different but interrelated contextual backgrounds. Chapters offer a variety of perspectives and strategies for empirically identifying "cultures of participation" and their current transformations and tensions in various regional and national settings. This book will be of interest to academics and cultural leaders in the areas of museum studies, media and communications, arts, arts education, cultural studies, curatorial studies and digital studies. It will also be relevant for cultural workers, artists and policy makers interested in the participatory agenda in art, digital media and cultural institutions.




Cultural Participation

Culture is studied in this collection, not merely as a set of products, but in terms of the involvement of individuals and groups in the making and using of such products. A wide range of activities, from the reading and writing of poetry to watching soccer on television, is surveyed by an international group of scholars from diverse disciplines: cultural history, literary studies, sociology. Failures in Cultural Participation


Book Description

This open access book examines how and why the UK's approach towards increasing cultural participation has largely failed to address inequality and inequity in the subsidised cultural sector despite long-standing international policy discourse on this issue. It further examines why meaningful change in cultural policy has not been more forthcoming in the face of this apparent failure. This work examines how a culture of mistrust, blame, and fear between policymakers, practitioners, and participants has resulted in a policy environment that engenders overstated aims, accepts mediocre quality evaluations, encourages narratives of success, and lacks meaningful critical reflection. It shows through extensive field work with cultural professionals and participants how the absence of criticality, transparency, and honesty limits the potential for policy learning, which the authors argue is a precondition to any radical policy change and is necessary for developing a greater understanding of the social construction of policy problems. The book presents a new framework that encourages more open and honest conversations about failure in the cultural sector to support learning strategies that can help avoid these failures in the future.







Cultural Participation


Book Description

This book provides a nuanced account of cultural competence, knowledge and skills illustrated in distinctive taste in the middle and upper classes in Dublin, Ireland (Bourdieu, 1984, 1986). It highlights how the development of cultural taste at a young age is linked to cultural participation in later life. Inspired by work that captures the textured social cartography of distinctive cultural taste (Bennett, Emmison & Frow, 1999; Bennett, Savage, Silva, Warde, Gayo-Cal & Wright, 2009), this research charts the changing nature of cultural participation in Dublin, Ireland and shows how cultural consumption has broadened from the narrow range of traditional high art forms towards one which grazes across the general register of culture. As elsewhere, this omnivorous, broad and pluralistic cultural palette has not altered patterns of distinction in cultural participation, rather it belies an emerging cultural capital profile - one where art form boundaries have collapsed but social boundaries and cultural distinction remains intact. Through interviews with two age cohorts (18-24yrs) and (45-54yrs) in Dublin in 2019, this research shows how the dominant class, through histories of cultural exposure have developed cultural taste and competence that is remarkably enduring. Reviewing available data on arts attendance and cultural participation in Ireland today, this text highlights how years of cultural familiarity allow individuals to exert a cultural dominance that facilitates class to be performed obliquely. It also demonstrates how existing surveys reinforce traditional ways of seeing with 'art' considered highbrow, formal and valued while culture is domestic, informal and less valued in the eyes of polity. This view informs Irish arts strategy and policy, ultimately reinforcing that 'ways of seeing' and policy perspectives, do matter (Berger, 1972).




Making Culture Accessible

The enjoyment and fulfilment of the right to participate in culture requires an enabling environment and a legal framework that offers a solid basis for the protection of rights related to cultural actions. A society that demonstrates an interest in nurturing cultural and spiritual needs in conditions of liberty has a greater chance of developing a sense of social responsibility among its members. This study is a general overview of existing legal and policy frameworks in Europe, covering access to and participation in cultural life, cultural provision and cultural rights. Cultural Intermediaries

This book interrogates the existing theories of convergence culture and audience engagement within the media and communication disciplines by providing grounded examples of social media use as a social mobilization tool within the media industries. As digital influencers garner large audiences across platforms such as YouTube and Instagram, they sway opinions and tastes towards often-commercial interests. However, this everyday social media practice also presents an opportunity for socially and morally motivated intermediaries to impact on public issues. Culture, Participation and Policy in the Municipal Public Park


Book Description

This book concerns the values and practices of participation in municipal public parks, and the connections they have with cultural policy, urbanism, and social life. Adopting a critical cultural policy lens, it identifies the park as a mundane but extraordinarily treasured place for the production and exchange of cultural values, regulation, resistance, and the practising of citizenship. Drawing on extensive mixed-methods research on everyday participation in diverse local cultural ecosystems in England and Scotland, the book examines the social lives of parks and their users, and the important public values that are generated through their common stewardship and usership. It presents case studies of parks and co-located museums as cultural public spheres, which promote both commoning and commodification. These are contextualized by histories of municipal parkmaking from the nineteenth century to the present and related to the making of local government and to other civic and cultural institutions. The book highlights contemporary issues of austerity, marketisation and de-municipalisation within local government in the context of urban development. It positions the public park as fundamental to democratic cultural governance and makes the case for the primacy of public trust, ownership, and park equity in safeguarding the right to the city.




Understanding Cultural Non-Participation in an Egalitarian Context

This open access book uses a rich data set, from individuals whose background profiles statistically predict strong cultural non-participation, to explore the most salient lifestyles and symbolic boundaries drawn in these potentially disengaged groups.The book departs from a theoretical framework in which cultural practices and cultural participation in their most visible and tangible form are seen as manifestations of cultural capital and power, to show empirically that people and groups dubbed passive in many policy documents and scholarly research are actually relatively active, both in terms of traditional cultural participation and different kinds of social and anthropological understandings of participation.




Culture-lovers and Culture-leavers


Book Description

Who are the people in the Netherlands with an active interest in cultural heritage and the performing arts, and who prefer to leave these forms of culture alone? Have the size and composition of the groups of 'culture-lovers' and 'culture-leavers' changed since the end of the 1970s? These are the central questions in this concise descriptive study. It considers not only visits to cultural institutions such as museums and concert halls, but also the consumption of culture via the media and active cultural participation through the amateur arts. Trends in total participation are presented against the background of continuity and change in cultural output. More women than men have an interest in cultural activity, and more better-educated than less well-educated people. The level of cultural interest among the better-educated has declined, but thanks to the rising education level this has not (yet?) been translated into a lower overall level of cultural interest. Among middle-aged people, the main growth area has been in their interest in popular culture. At the end of this report a number of scenarios from earlier studies on the position of culture in the midst of increasing competition for people's leisure time are subjected to scrutiny.
