Le concept de responsabilité de protéger qui s'impose depuis quelques années sur la scène internationale met en lumière que s'il est incapable d'assurer cette protection l'Etat perd ce qui fonde sa légitimité dans le monde moderne et ouvre la porte à la responsabilité subsidiaire de la communauté internationale qui pourrait justifier d'employer la force armée pour protéger une population en péril.
