This edited volume focuses on the links between the ongoing crisis in and around Ukraine, regional diversity, and the reform of decentralization. It provides in-depth insights into the historical constitution of regional diversity and the evolution of center-periphery relationships in Ukraine, the legal qualification of the conflict in Eastern Ukraine, and the role of the decentralization reform in promoting conflict resolution, as well as modernization, democratization and European integration of Ukraine. Particular emphasis lies on the securitization of both regional diversity issues and territorial self-government arrangements in terms of Russia’s support for self-proclaimed Donetsk and Luhansk People’s Republics. The volume captures the complexity of contemporary “hybrid” conflicts, involving both internal and external aspects, and the hybridization and securitization of territorial self-governance solutions. It thus provides an important contribution to the debate on territorial self-government and conflict resolution.

The Accommodation of Regional and Ethno-cultural Diversity in Ukraine

The book offers new insights into how ethnicity, language and regional-local identity interact within the context of Ukrainian political reform, and indicates how these reforms affect social cohesion among ethno-cultural groups. While the individual chapters each focus on one or a few facets of the overall research question, together they draw a nuanced picture of the multifaceted challenges to creating and consolidating social cohesion in a nationalizing state. The concept integrates various disciplines, including political science, international relations, law, and sociology. Correspondingly, the contributions are based on various methodological approaches, ranging from legal analysis over media discourse analysis, individual and focus group interviews to analysis of data from a representative population survey. Federal Solutions For Fragile States In The Middle East: Right-sizing Internal Borders


Book Description

In most regions of the world, federalism (territorial autonomy) is used as a successful institutional means of dispersing political power and accommodating ethnic, religious, and cultural diversity. The Middle East is an exception. Aside from the anomalous case of the U.A.E and Iraq's troubled experiment with federalism, Middle Eastern regimes have largely resisted efforts to decentralize political power. As a result, the norm in the region has been highly centralized, unitary systems that have, more often than not, paved the way for authoritarian rule or played witness to serious internal fragmentation and conflict divided along ethnic or religious lines.Federal Solutions for Fragile States in the Middle East makes an argument for the implementation of federalism in the post-conflict states of the Middle East. The argument operates on two levels: the theoretical and the practical. The theoretical case for federalism is backed by empirical evidence, but to accurately evaluate the practical and logistical feasibility of its implementation in any given case requires detailed knowledge of 'real world' political realities. The book's focus is on four post-conflict states — Iraq, Syria, Yemen, and Libya — though the arguments advanced within have broad regional applicability.




Peace by Design


Book Description

Why does political decentralization seem reduce intrastate conflict more in some countries than in others? This question constitutes the central focus of Peace by Design. Brancati argues that the ability of decentralization to reduce intrastate conflict hinges on the electoral strength of regional parties. According to Brancati, regional parties tend to promote intrastate conflict by creating regional identities, advocating legislation harmful to other regions and regional minorities, and mobilizing groups to engage in conflict or supporting extremist organizations that do. Brancati also highlights a number of conditions under which regional parties are more likely to promote conflict, such as democratic transitions. Brancati further argues that decentralization increases the strength of regional parties depending on particular features of decentralization (i.e., the proportion of legislative seats a region possesses, the number of regional legislatures in a country, the upper house election procedures, the sequencing of national and regional elections). These features of decentralization vary across countries and are fundamental to explaining why decentralization is not effective in reducing conflict in all countries. Brancati's ultimate conclusion is that decentralization can be effectively designed to promote peace, as long as it is designed to encourage statewide parties to incorporate regional parties into their agendas and to limit the strength of regional parties. The author provides compelling evidence for her argument through three detailed cases studies (e.g., Czechoslovakia, Spain, and India) and a rigorous quantitative analysis in which she introduces a new dataset on constituency-level elections that will prove an invaluable resource for many future studies.




Decentralization and Intrastate Struggles

There is no one-size-fits-all decentralized fix to deeply divided and conflict-ridden states. One of the hotly debated policy prescriptions for states facing self-determination demands is some form of decentralized governance - including regional autonomy arrangements and federalism - which grants minority groups a degree of self-rule. Yet the track record of existing decentralized states suggests that these have widely divergent capacity to contain conflicts within their borders. Through in-depth case studies of Chechnya, Punjab and Québec, as well as a statistical cross-country analysis, this book argues that while policy, fiscal approach, and political decentralization can, indeed, be peace-preserving at times, the effects of these institutions are conditioned by traits of the societies they (are meant to) govern. Decentralization may help preserve peace in one country or in one region, but it may have just the opposite effect in a country or region with different ethnic and economic characteristics.

Barrio Democracy in Latin America

The Political Economy of Democratic Decentralization

Nearly all countries worldwide are now experimenting with decentralization. Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.
