This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.

Democracy Promotion in the EU's Neighbourhood

EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. 'Moral Power' of the European Union in the South Caucasus

This book devises a new conceptual framework of ‘moral power’ and applies it to the policy of the European Union (EU) towards the South Caucasian states of Armenia, Azerbaijan and Georgia. It covers the period starting from the 1990s to the present and analyses policy domains (democracy promotion, conflict resolution, security, energy, trade) juxtaposing the policy of EU/member states with those of the United States (US), Russia, Turkey, Iran, as well as inter-governmental and regional organizations. ‘Morality’ is unpacked as composed of seven parameters: consequentialism; coherence; consistency; normative steadiness; balance between values and interests; inclusiveness; and external legitimacy. ‘Power’ is branched into ‘potential’, ‘actual’ and ‘actualized’ types. ‘Moral power’ is consequently developed as an objective and neutral framework to capture the foreign policy of an international actor in any geographic area and policy sphere. The book will be useful for students and scholars of International Relations and EU Studies, policy-makers and practitioners.

From Solidarity to Geopolitics

This book theorizes a mechanism underlying regime-change waves, the deliberate efforts of diffusion entrepreneurs to spread a particular regime and regime-change model across state borders. Why do only certain states and nonstate actors emerge as such entrepreneurs? Why, how, and how effectively do they support regime change abroad? To answer these questions, the book studies the entrepreneurs behind the third wave of democratization, with a focus on the new eastern European democracies - members of the European Union. The study finds that it is not the strongest democracies nor the democracies trying to ensure their survival in a neighborhood of nondemocracies that become the most active diffusion entrepreneurs. It is, instead, the countries where the organizers of the domestic democratic transitions build strong solidarity movements supporting the spread of democracy abroad that do. The book also draws parallels between their activism abroad and their experiences with democratization and democracy assistance at home.

The Convergence of Civilizations

Recent efforts by the United States and its allies to promote democracy, security, and stability in the Middle East owe much to the Euro-Mediterranean Partnership (EMP) – also known as the Barcelona Process – an important region-building plan in the Mediterranean region since 1995. The Convergence of Civilizations represents the output of an innovative and much needed collaborative project focused on the EMP. Editors Emanuel Adler, Beverly Crawford, Federica Bicchi, and Rafaella A. Del Sarto have set out to show that regional security and stability may be achieved through a cultural approach based on the concept of regional identity construction, and aim to take stock of the EMP in relation to this goal. The contributors to this collection focus on the obstacles Mediterranean region construction faces due to post 9/11 regional and global events, the difficulties of the Israeli-Palestinian peace process, tensions between the EU and the US over Iraq, and the expected consequences of EU enlargement. They also seek to bring the EMP and region-making practices to the attention of American scholars in order to promote a more fertile academic exchange. Ultimately, the contributors demonstrate that the EMP and related region-making practices, while failing so far to promote the development of a Mediterranean regional identity and to achieve regional stability, suggest nonetheless a viable model for regional partnership and cooperation, and thus, for preventing a 'clash of civilizations' in the long haul. A new Council of Europe reference framework of competences for democratic culture! Contemporary societies within Europe face many challenges, including declining levels of voter turnout in elections, increased distrust of politicians, high levels of hate crime, intolerance and prejudice towards minority ethnic and religious groups, and increasing levels of support for violent extremism. These challenges threaten the legitimacy of democratic institutions and peaceful co-existence within Europe. Formal education is a vital tool that can be used to tackle these challenges. Appropriate educational input and practices can boost democratic engagement, reduce intolerance and prejudice, and decrease support for violent extremism. However, to achieve these goals, educationists need a clear understanding of the democratic competences that should be targeted by the curriculum. This book presents a new conceptual model of the competences which citizens require to participate in democratic culture and live peacefully together with others in culturally diverse societies. The model is the product of intensive work over a two-year period, and has been strongly endorsed in an international consultation with leading educational experts. The book describes the competence model in detail, together with the methods used to develop it. The model provides a robust conceptual foundation for the future development of curricula, pedagogies and assessments in democratic citizenship and human rights education. Its application will enable educational systems to be harnessed effectively for the preparation of students for life as engaged and tolerant democratic citizens.
