This timely report presents a comprehensive view of the challenges of reconstruction facing the Bosnian authorities during the next three years, acknowledges the considerable difficulties in implementing their agenda, and points to the actions requiring the most urgent attention in the coming months. The report, prepared for the second donors' conference jointly sponsored by the European Union and the World Bank in April 1996, serves two purposes. First, it presents a framework for understanding the challenges facing Bosnia in the critical period ahead as it attempts simultaneously to rebuild its economy, strengthen economic management, and make the transition from a planned to a market economy. Second, it outlines background information on the new state and entity structures that have emerged since the signing of the Dayton and Paris peace accords. The report describes Bosnia's current macroeconomic situation, policies, and recent economic performance and articulates policy options for structural reforms in the public sector and in the enterprise and banking systems.

What is the relationship between design, power, and social justice? “Design justice” is an approach to design that is led by marginalized communities and that aims expilcitly to challenge, rather than reproduce, structural inequalities. It has emerged from a growing community of designers in various fields who work closely with social movements and community-based organizations around the world. This book explores the theory and practice of design justice, demonstrates how universalist design principles and practices erase certain groups of people—specifically, those who are intersectionally disadvantaged or multiply burdened under the matrix of domination (white supremacist heteropatriarchy, ableism, capitalism, and settler colonialism)—and invites readers to “build a better world, a world where many worlds fit; linked worlds of collective liberation and ecological sustainability.” Along the way, the book documents a multitude of real-world community-led design practices, each grounded in a particular social movement. Yet, while there have been innovations in the design of these funds, the projects are much less participatory and demand-oriented than is commonly believed. This paper examines the extent to which social fund subprojects are designed to support community participation, demand orientation, and investment in local organizational capacity to achieve sustainability at the community level.
