This book is about the ways digital technology can contribute to the welfare of older people. The Internet, mobile phones and other technologies have changed how we live and work. Such technologies also shape how services for older people are organised in ways that potentially place carers and older people at the centre of service provision. Telecare can make homes ‘smart’ so that they are more comfortable and less risky for people who can take advantage of devices that help make them independent members of their community. Digital Welfare is part of the broader project in Britain and elsewhere to adopt new information and communications technologies (ICTs) to organise and deliver health and social welfare services. This includes mundane technologies like an alarm to call for help to complex telecare ‘smart homes’ and electronic patient records. The intended and unintended consequences of such new technologies must be explored if we are to benefit from these innovations. Based on recent research this book seeks to highlight and examine the new opportunities and dilemmas that confront older people and all those concerned with their welfare in the network society. Precarity within the Digital Age


Book Description

The book deals with precarity within the digital age and focuses on media change and social insecurity. Change arising from digital developments takes place on micro-, meso- and meta-levels and have always social implications. Concepts such as Social Media, eHealth and Digital Capitalism, Informational Capitalism and Social Exclusion, Digital Globalization and Motility frame the social dynamics and implications of changes in digital media. These changes evoke a double precarity or stable unstability: Social practices throughout the diverse societal fields are questioned through the media change which leads to a digital age. Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. However, as digitalization transcends national borders, large parts of the subject matter take on an international angle. Over the past decade, putting public services on-line has been a focus of huge policy and financial investments aimed at providing more joined-up service delivery. For some this is part of a transformation that is bringing about a new era of integrated digital government. For others digitalization means threats to privacy and security and a strengthening of bureaucracy. In the UK and beyond, front-line service providers and citizens have been slow to take up digital services whilst major projects have floundered. This book takes a fresh look at this vital area for public policy and practice. Informed by over ten years of original research on the 'inside' of projects to put local services on-line, the authors combine cross-disciplinary insights to provide a new social informatics perspective on digital government. Experiences in areas such as health and social care are used to illustrate the dangers of 'over-integration' when key decisions are left to system designers, as they seek to integrate information in centralized systems. Enhancing Digital Equity

This book highlights how, in principle, digital technologies present an opportunity to reduce social disparities, tackle social exclusion, enhance social and civil rights, and promote equity. However, to achieve these goals, it is necessary to promote digital equity and connect the digital underclass. The book focuses on how the advent of technologies may become a barrier to social mobility and how, by concentrating resources and wealth in few hands, the digital revolution is giving rise to the digital oligarchy, further penalizing the digital underclass. Socially-disadvantaged people, living at the margins of digital society, are penalized both in terms of accessing-using-benefits (three levels of digital divide) but also in understanding-programming-treatment of new digital technologies (three levels of algorithms divide). The advent and implementation of tools that rely on algorithms to make decisions has further penalized specific social categories by normalizing inequalities in the name of efficiency and rationalization.

Worldwide, postal and delivery economics is the subject of considerable interest. The postal industry’s business model is in drastic need of change.
