Despite the Odds poses an important question: How can we account for successful policy reform initiatives when the political cards are stacked against change? Theories of politics usually predict that reform initiatives will be unsuccessful when powerful groups are opposed to change and institutions are biased against it. This book, however, shows how the strategic choices of reform proponents alter the destinies of policy reforms by reshaping power equations and undermining institutional biases that impede change. In many countries, the political path to reform can be daunting. Antireform interests are powerful and support for change is, at best, lukewarm. Centrally important institutions strongly defend the policy status quo. Despite these political odds, reformers have seized the initiative in promoting reform, weakening and marginalizing opposition groups, and marshaling political patrons and networks to advance their initiatives. Despite the Odds opens the "black box" of decision making in five initiatives designed to enhance the quality of education services in Latin America. The book addresses the strategies used by reformers to manage the political process of change and those adopted by opposition groups and institutions resisting their efforts. Individual chapters consider how leaders set national policy agendas for education, how policy design teams created the content of reform initiatives, how they dealt with the messy and public confrontations that greeted reform proposals when they were announced, and the carryover of political conflict when they were implemented.

This book is part of the Sense Publishers series emerging from the 2013 WCCES XV World Congress in Buenos Aires (Series Editors Suzanne Majhanovich and Allan Pitman). The Congress Theme of New Times, New Voices provided the broad frame for the conference and the series of volumes, including this one, which contains research contributions focusing on educational internationalisation. Ever since the early days of international and comparative inquiry in education, the idea that policy and practice might be borrowed or transferred from one location to another has been a continuing theme. Several studies included in this volume focus on the activities of governments, the interactions between supranational organisations and states and the role of private and civil society actors in educational internationalisation. The chapters in this volume explore how internationalisation is carried out in various educational levels and through new or expanding policies and practices. Systems of social protection can provide crucial assistance to the poorest and most vulnerable groups in society, but not all systems are created equally. In Latin America, social policies have historically exhibited large gaps in coverage and high levels of inequality in benefit size. Since the late 1990s, countries in this region have begun to grapple with these challenges, enacting a series of reforms to healthcare, social assistance and education policy. While some of these initiatives have moved in a universal direction, others have maintained existing segmentation or moved in a regressive direction. This book collects studies with a ‘critical education policy orientation’, and presents itself as a handbook of matters of public concern. The term ‘critical’ does not refer to the adoption of a particular theoretical framework or methodology, but rather it refers to a very specific ethos or way of relating to the present and the belief that the future should not be the repetition of the past. This implies a concern about what is happening in our societies today and what could or should be happening in the future. As a consequence, the contributors to the book rely on a general notion of public policy that takes on board processes, practices, and discourses at a variety of levels, in diverse governmental and non-governmental contexts, and considers the relation of policy to power, to politics and to social regulation. Following the detailed introduction that aims at picturing the landscape of studies with a ‘critical education policy orientation’, the book presents re-readings of six policy challenges; globalization, knowledge society, lifelong learning, equality/democracy/social inclusion, accountability/control/efficiency and teacher professionalism. It seeks to contextualise these in relation to issues of current global concern at the start of the 21st century. Despite the diversity of approaches, this collection of critical education policy studies shares a concern with what could be called ‘the public, and its education,’ and represents a snapshot of education policy research at a particular time.
