The optimistic vision of a “Europe whole and free” after the fall of the Berlin Wall in 1989 has given way to disillusionment, bitterness, and renewed hostility between Russia and the West. In No Place for Russia, William H. Hill traces the development of the post–Cold War European security order to explain today’s tensions, showing how attempts to integrate Russia into a unified Euro-Atlantic security order were gradually overshadowed by the domination of NATO and the EU—at Russia’s expense. Hill argues that the redivision of Europe has been largely unintended and not the result of any single decision or action. Instead, the current situation is the cumulative result of many decisions—reasonably made at the time—that gradually produced the current security architecture and led to mutual mistrust. Hill analyzes the United States’ decision to remain in Europe after the Cold War, the emergence of Germany as a major power on the continent, and the transformation of Russia into a nation-state, placing major weight on NATO’s evolution from an alliance dedicated primarily to static collective territorial defense into a security organization with global ambitions and capabilities. Closing with Russia’s annexation of Crimea and war in eastern Ukraine, No Place for Russia argues that the post–Cold War security order in Europe has been irrevocably shattered, to be replaced by a new and as-yet-undefined order.

The end of the Cold War has changed the shape of organized violence in the world and the ways in which governments and others try to set its limits. Even the concept of international conflict is broadening to include ethnic conflicts and other kinds of violence within national borders that may affect international peace and security. Formed in 1947, the United Nations Economic Commission for Europe (UNECE) was the first postwar international organization dedicated to economic cooperation in Europe. This book analyses the expansion of The North Atlantic Treaty Organization (NATO) into the post-Soviet space after the end of the Cold War. Based on an extensive analysis of the literature and government documents, including doctrines, statements and speeches by the most influential decision-makers and other actors, it sheds new light on the geopolitical and geostrategic context of the expansion of the military alliance, and assesses its impact on international security relations in Europe. The first chapter introduces readers to the neo-realist approach and develops the methodological basis of the book. The following chapters provide a historical overview of the causes and consequences of two waves of eastward NATO enlargement. Special attention is paid to the annexation of the Crimea and to Russian hybrid-asymmetric warfare. Finally, thirty years after the end of the Cold War, the book notes a disturbing return to militarization in international security relations. To counter this process, the author calls for a reduction of current international tensions and a new policy of détente.

The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. This book will be of interest to students of European security, EU politics, defence studies and International Relations.
