A detailed plan is presented for evaluation of the residential energy conservation programs offered by the Bonneville Power Administration (BPA) to the utilities in its four-state region. The steps suggested to conduct a comprehensive evaluation of the program are concisely stated, and include: evaluation planning, data collection and processing, analysis of evaluation issues (energy savings, cost-effectiveness, differences between participants and nonparticipants, and comparison of heat loss methodology results with data), and evaluation outputs. The programs to be evaluated include the shower flow restricter program, water heater wrap program, and the residential weatherization program.
