Plans have been formulated for expansion and improvement of the small-craft harbor at Santa Barbar, Calif., for use by increasing numbers of pleasure craft, commercial fishing boats, and oil exploration boats. The area that will be enclosed by a proposed breakwater system, and sufficient adjacent coastline and offshore bathymetry to permit accurate simulation of storm-wave action were reproduced in a 1:100-scale hydraulic model equipped with wave-generating and wave-measuring devices. The purpose of the model study was to evaluate the effectiveness of various elements of the proposed design in providing protection from storm-wave action, and to develop a satisfactory plan of improvement with respect to wave-height criteria established for various portions of the harbor. It was concluded that the proposed plan of improvement, with some modifications, would effectively reduce incoming storm waves to a satisfactory level in the entrance channel and the inner harbor.
