This field manual aims to provide techniques to assist planners in planning, coordinating, executing, synchronizing, and assessing military deception (MILDEC). While the means and techniques may evolve over generations, the principles and fundamentals of deception planning remain constant. FM 3-13.4 applies to all members of the Army profession: leaders, Soldiers, Army Civilians, and contractors. The principal audience for this publication is Army commanders, staffs, and all leaders. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should refer to applicable joint or multinational doctrine concerning joint or multinational planning. Trainers and educators throughout the Army also use this publication as a guide for teaching MILDEC. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations.

Doctrine provides a military organization with unity of effort and a common philosophy, language, and purpose. This manual, "Theater Army Operations" (FM3-93), discusses the organization and operations of the theater army headquarters, including its role as the Army Service component command (ASCC) to the geographic combatant commander (GCC) and the relationships between the theater army headquarters and the theater enabling commands. The manual also discusses theater army responsibilities for setting the theater, Title 10 functions and responsibilities, generally referred to as the combatant commander's daily operations requirements, as well as the operational employment of the theater army's contingency command post (CCP) to directly mission command limited types of operations.

Each and every organization needs to develop a good strategy for public affairs. Public affairs have received such kind of importance in today's world because no organization can survive in isolation. Every institution requires other institutions as well as the public that act as the customer, the decision-maker as well as the employees that can make or break the image of an organization. With the advent of technology, this task has become easier for managers. The information could be disseminated at a very low cost with the use of mass media and socializing websites. Creating a good image for an institution has become relatively much easier, but this comes with the negative fact that the dissolution of the image has also become an easy task. Public affairs have been increasingly given importance in the corporate world as increased competition has resulted in excess marketing and advertising campaigns that are used to create a Goodwill for the company. There are various tools under public affairs that are used by various organizations in order to fulfill their objectives and goals in the long run.

The Army believes that the U.S. will continue to be engaged in an era of ¿persistent conflict¿ -- a period of protracted confrontation among states, non-state, and individual actors increasingly willing to use violence to achieve their political and ideological ends. This manual is a revolutionary departure from past doctrine. Commanders will employ offensive, defensive, and civil support operations simultaneously as part of an interdependent joint force to seize, retain, and exploit the initiative, accepting prudent risk to create opportunities to achieve decisive results. This ed. will take us into the 21st century urban battlefields among the people without losing our capabilities to dominate the higher conventional end of the spectrum of conflict.

When the U.S. military invaded Iraq, it lacked a common understanding of the problems inherent in counterinsurgency campaigns. It had neither studied them, nor developed doctrine and tactics to deal with them. It is fair to say that in 2003, most Army officers knew more about the U.S. Civil War than they did about counterinsurgency. The U.S. Army / Marine Corps Counterinsurgency Field Manual was written to fill that void. The result of unprecedented collaboration among top U.S. military experts, scholars, and practitioners in the field, the manual espouses an approach to combat that emphasizes constant adaptation and learning, the importance of decentralized decision-making, the need to understand local politics and customs, and the key role of intelligence in winning the support of the population. The manual also emphasizes the paradoxical and often counterintuitive nature of counterinsurgency operations: sometimes the more you protect your forces, the less secure you are; sometimes the more force you use, the less effective it is; sometimes doing nothing is the best reaction. An new introduction by Sarah Sewall, director of the Carr Center for Human Rights Policy at Harvard’s Kennedy School of Government, places the manual in critical and historical perspective, explaining the significance and potential impact of this revolutionary challenge to conventional U.S. military doctrine. An attempt by our military to redefine itself in the aftermath of 9/11 and the new world of international terrorism, The U.S. Army / Marine Corps Counterinsurgency Field Manual will play a vital role in American military campaigns for years to come. The University of Chicago Press will donate a portion of the proceeds from this book to the Fisher House Foundation, a private-public partnership that supports the families of America’s injured servicemen. Information operations (IO) creates effects in and through the information environment. IO optimizes the information element of combat power and supports and enhances all other elements in order to gain an operational advantage over an enemy or adversary. These effects are intended to influence, disrupt, corrupt or usurp enemy or adversary decision making and everything that enables it, while enabling and protecting friendly decision making. Because IO's central focus is affecting decision making and, by extension, the will to fight, commanders personally ensure IO is integrated into operations from the start

The mission of Army Public Affairs (PA) is to fulfill the Army's obligation to keep the American people and the Army informed, and to help establish the conditions that lead to confidence in America's Army and its readiness to conduct operations in peacetime, conflict and war. PA is a critical battlefield function in today's global information environment since every aspect of an Army operation is subject to instantaneous scrutiny. This field manual (FM) sets forth tactics, techniques and procedures (TTPs) for conducting PA operations in accordance with the doctrinal principles contained in FM 3-0 (100-5), Operations and FM 3-61 (46-1), Public Affairs Operations. Although this manual is primarily designed to be used by public affairs officers, noncommissioned officers and civilians, it presents TTPs that all leaders conducting operations in the information age should be familiar with. FM 3-61-1 (46-1-1) is applicable to units and individuals in both the active and reserve components. It serves as a foundation for integrating PA into Army doctrine, training, leader development, organization, materiel, and soldier initiatives. In conjunction with the Army Training and Evaluation Program (ARTEP) and other training guidance, it should also be used to plan, integrate and execute individual and collective PA training in units throughout the Army.

This field manual establishes doctrine for military operations in a counterinsurgency (COIN) environment. It is based on lessons learned from previous counterinsurgencies and contemporary operations. It is also based on existing interim doctrine and doctrine recently developed. Counterinsurgency operations generally have been neglected in broader American military doctrine and national security policies since the end of the Vietnam War over 40 years ago. This manual is designed to reverse that trend. It is also designed to merge traditional approaches to COIN with the realities of a new international arena shaped by technological advances, globalization, and the spread of extremist ideologies--some of them claiming the authority of a religious faith. This is a comprehensive manual that details every aspect of a successful COIN operation from intelligence to leadership to diplomacy. It also includes several useful appendices that provide important supplementary material.
