Shortly after the Augsburg peace settlement of 1555, from 1563 to 1576, the Holy Roman Empire was threatened by the rivalry between Denmark and Sweden. This book examines the empire’s reaction to a foreign crisis, the Seven Years’ War of the North, and the connections between foreign policy and internal imperial politics. As this study will show, and contrary to most assumptions, the empire, through its confederal structure, was able to provide effective means for defending the domestic order against external dangers. Further, the empire could conduct a common foreign policy to protect common interests. This study highlights the empire’s internal organization and politics by introducing two new concepts: initiative and consensus. Initiative was possible on the basis of consensus, but as this study reveals, there were two specific limits on building consensus. First, the empire’s polities could only support a common approach if they had common aims. Second, a united approach to an outside crisis had to foster the preservation of internal stability. Motivated by German commerce in the Baltic, the empire was persistent in trying to achieve peace in that region. The empire was not alone in its interest in the Scandinavian conflict, which threatened no less than the economic well-being of western Europe.

This book identifies second stage challenges and opportunities for expanding renewable energy into a mainstay of electricity generation that can replace fossil fuels and nuclear power, comparing Japan with several countries in East Asia and Northern Europe. Environmentally sustainable renewable energy technologies have now overtaken fossil fuel and nuclear technologies in terms of total global investment, and the costs of these technologies and related ones (e.g. storage batteries) are rapidly falling. Yet renewable energy use varies greatly from country to country. Major second stage obstacles to replacing fossil and nuclear-fueled electricity generation include the lack of electricity grid capacity and storage assets. Opportunities and solutions include expanding grids regionally and internationally, building flexible smart grids that offer better demand management, and policies that promote the expansion of storage assets, especially grid batteries and hydrogen. In addition, two key factors – electricity market restructuring through unbundling transmission from electricity generating companies; and electricity market liberalization, especially for retail customers – allow consumers to choose power companies based not only on price, but also on method of generation, especially fossil or nuclear generation versus renewable energy.

" Workshops were held in connection with both these studies, which brought together academic, governmental and industry experts in the field of defence production .

Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories

During July 10-13, 2011, 68 participants from 32 countries gathered in Istanbul, Turkey for a workshop organized by the United States National Research Council on Anticipating Biosecurity Challenges of the Global Expansion of High-containment Biological Laboratories. The United States Department of State's Biosecurity Engagement Program sponsored the workshop, which was held in partnership with the Turkish Academy of Sciences. The international workshop examined biosafety and biosecurity issues related to the design, construction, maintenance, and operation of high-containment biological laboratories- equivalent to United States Centers for Disease Control and Prevention biological safety level 3 or 4 labs. Although these laboratories are needed to characterize highly dangerous human and animal pathogens, assist in disease surveillance, and produce vaccines, they are complex systems with inherent risks. Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories summarizes the workshop discussion, which included the following topics: Technological options to meet diagnostic, research, and other goals; Laboratory construction and commissioning; Operational maintenance to provide sustainable capabilities, safety, and security; and Measures for encouraging a culture of responsible conduct. Workshop attendees described the history and current challenges they face in their individual laboratories. Speakers recounted steps they were taking to improve safety and security, from running training programs to implementing a variety of personnel reliability measures. Many also spoke about physical security, access controls, and monitoring pathogen inventories. Workshop participants also identified tensions in the field and suggested possible areas for action.

In contrast to most other countries, both Germany and Israel have descent-based concepts of nationhood and have granted members of their nation (ethnic Germans and Jews) who wish to immigrate automatic access to their respective citizenship privileges. Therefore these two countries lend themselves well to comparative analysis of the integration process of immigrant groups, who are formally part of the collective "self" but increasingly transformed into "others." The book examines the integration of these 'privileged' immigrants in relation to the experiences of other minority groups (e.g. labor migrants, Palestinians). The governance structures in urban and regional development have undergone processes of transformation since the medieval period, resulting in them becoming increasingly decentralised, diversified, and centred about "middle-class values". An essential part was played by the initial concepts of land ownership and planned land use. These were then complemented by additional items from land taxation to the concepts that began to evolve during the 20th century, including diverse elements such as land economics and social responsibility. This volume concentrates on a diverse range of topics centering on the relationships between governance and the organization of entities within both urban and rural areas. Over time various forms of governance evolved, but in the course of the last century they also became more accountable.
