Policies to Address Poverty in America

One-in-seven adults and one-in-five children in the United States live in poverty. Individuals and families living in povertyÊnot only lack basic, material necessities, but they are also disproportionally afflicted by many social and economic challenges. Some of these challenges include the increased possibility of an unstable home situation, inadequate education opportunities at all levels, and a high chance of crime and victimization. The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap. It reviews the conceptual issues in the choice of programs, synthesizes cross-country experience, and analyzes how country- and region-specific constraints can explain why different approaches are successful in different countries.




Sustainable Development Goals and Human Rights

This open access book analyses the interplay of sustainable development and human rights from different perspectives including fight against poverty, health, gender equality, working conditions, climate change and the role of private actors. Each aspect is addressed from a more human rights-focused angle and a development-policy angle. This allows comparisons between the different approaches but also seeks to close gaps which would remain if only one perspective would be at the center of the discussions. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. Already the preamble of this document explicitly states that "the 17 Sustainable Development Goals ... seek to realise the human rights of all". Moreover, several goals and targets of the 2030 Agenda correspond to already existing individual human rights obligations. The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.

Evaluating the impacts of the FAO’s Cash+ Programme in Mali

This report presents findings from a study of the economic and food security impacts of the FAO project "Productive safety nets as a tool to reinforce the resilience in the Sahel" (hereinafter referred to as the project/programme Cash+) that took place from April 2015 to February 2017. The project aimed to strengthen the resilience of households vulnerable to shocks and heavily affected by food insecurity and was carried out in two countries: Mali and Mauritania. Unconditional in-cash and in-kind transfers were distributed to the most vulnerable households, which also benefited from other training and technical activities which aimed to strengthen their productive capacity. This report focuses on Mali, where the FAO Cash+ project targeted 36 villages in the Nioro Cercle (“Cercle de Nioro du Sahel”) of Kayes region. Two sets of intervention of equal financial value have been provided to the beneficiaries: i) one called "Cash Only" consisting primarily of a cash transfer and ii) another called "Cash+" associating a cash transfer with distribution of goats, training on good practices of livestock breeding and raising awareness of children's nutrition. The main objective of this report is evaluating the impacts of the FAO’s Cash+ programme in Mali and investigating eventual heterogenous effects of the two types of treatment. Using data collected nine months after the project ended, we analyse its lasting impacts across various livelihood aspects, namely food security, dietary diversity, hygiene practices, food and non-food expenditures, livestock production, non-farm activities, aspirations and expectations.

The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: • A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. • An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. • The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. • Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts.
