This book revisits an important chapter of financial history in the Middle East and the Balkans from 1870 1914. During this period, capital flows in the form of sovereign debt increased rapidly throughout the region. The spiral of heavy government borrowing eventually culminated in defaults on foreign obligations in the Ottoman Empire (1875), Egypt (1876), Greece (1893) and Serbia (1895). In all four cases, introducing international financial control over the finances of the debtor states became the prevalent form of dealing with defaults. The different cases of international financial control became increasingly refined and they marked important milestones in the evolution of the global governance of sovereign debt before 1914. For the defaulting states however, the immediate impact of international financial control was infringement of sovereignty. The extent of international financial control and the borrowing capacity of debtor states varied in each case as well as the degree of resistance towards it. This book documents the characteristics of international financial control in a comparative perspective. It relates sovereign debt, default and international financial control to political and fiscal systems, and raises questions about the tension between national sovereignty and global capital. It sheds light on the impact of international financial control on the long-term credibility and fiscal capacity of the debtor states in question. The author demonstrates that the governments' decisions to borrow internationally, and their attitudes towards international financial control, were heavily influenced by domestic political and fiscal factors.

A comprehensive and challenging analysis of the British defence of Egypt, primarily against fascist Italy, in the critical lead-up period to the Second World War. Culminating in the decisive defeat of the Italian military threat at Sidi Barrani in December 1940, this is a fascinating new contribution to the field. The security of Egypt, a constant of British imperial strategy, is a curiously neglected dimension of the still burning appeasement debate. Steven Morewood adds to the originality of his interpretation by suggesting the old view should be reinstated: that Mussolini should and could have been stopped in his empire-building at the Abyssinian hurdle. Thereafter, as Nazi Germany tore the Versailles peace settlement to shreds, the drift to war accelerated as British resolve and credibility were brought into question. The fascist dictators in Rome and Berlin held no respect for weakness and Mussolini became the conduit through which Hitler could apply pressure to a sensitive British interest through reinforcing Libya at critical moments.

Egypt’s was the first non-Western country to undergo an industrial revolution. It was a major commercial center during the 19th and early 20th centuries. It was one of the first countries to have (albeit briefly) a constitutional government. Its struggle for independence was among the earliest in the non-Western world. Its capital, Cairo, has served as a headquarters and a meeting place for nationalist leaders. Its schools and universities attracted students from many other African and Asian countries. For the Arab world, its educational and legal institutions set the pattern that most other Arabic-speaking countries have followed. Its books, magazines, and newspapers circulate widely. Its radio and television broadcasting became the model for other Arab states. The leadership of Jamal Abd al-Nasir and Anwar al-Sadat profoundly influenced other Arab and Third World leaders. And the demonstrations in Cairo’s Tahrir Square became the iconic movement for the so-called “Arab Spring” in the rest of the Middle East. This fourth edition of Historical Dictionary of Egypt covers its history from its emergence as an independent actor during the reign of Ali Bey (1760-1772) up to and including the first two years of the Arab Spring (February 2013). This is done through a chronology, an introductory essay, appendixes, and an extensive bibliography. The dictionary section has over 700 cross-referenced entries on of persons, events, institutions, political groups, economic and social conditions, policies, relationships with other countries, ideas, religions, ideologies, and commodities relevant to the modern history of Egypt. This book is an excellent access point for students, researchers, and anyone wanting to know more about Egypt.
