Who are the homeless children in America and what do we know about them? How does their being homeless affect them and society in general? What′s being done to help them? What About America′s Homeless Children? takes a multifaceted look at the growing, disturbing problem of children (including infants) in homeless families and abandoned and runaway children in America. The author examines the social factors that create homeless situations of children and personal and educational problems that can result from it. The health risks to this population, including unsanitary living conditions, poor nutrition, physical assault, and lack of access to health care are also explored. Author Paul G. Shane brings the problems and effects of homelessness to a personal level by presenting ethnographic case studies of individual children in urban shelters, families in a shelter program, and people who "survived" a homeless youth experience. The history of programs, both governmental and nongovernmental, and government policies for homeless youth are also examined. The book concludes with recommendations for policies and programs that can prevent homelessness for children. Based on a conference sponsored by The Johns Hopkins University Institute for Policy Studies last year, this volume brings together some of the best research and policy analysis ever assembled on this important issue. Among the contributors are Lisa Mihaly, Marjorie J. Robertson, James D. Wright, Yvonne Rafferty, Kay Young McChesney, Chester Hartman, Michael A. Stegman, Linda A. Wolf, and Carol W. Williams. The volume covers issues from the scope of child homelessness to its broader impacts and causes and the social responses needed to copy with it. The volume focuses on two populations with differing needs and solutions: very young children (infants, pre-schoolers, and school age children) who are part of homeless families, and older young people who are homeless but on their own (pregnant teens and teen parents, runaways, and older adolescents). Central to the volume is a critical examination of the health, mental health, developmental and educational impacts produced by homelessness; causes of the problem in society, the economy, and our housing market, and the levels of existing support systems. Educating Homeless Children


Book Description

This publication summarizes issues relating to the education of homeless children and youth and reviews programs that are effective in the delivery of educational services to this population. The report is comprised of five sections. The first section, "Introduction," surveys factors contributing to homelessness and indicates the special needs of young people who are homeless. The second section, "Problems in Educating Homeless Children and Youth," examines the following situations: (1) legal barriers, including residency requirements and guardianship requirements; (2) financial constraints, including family-related financial problems and school-related financial problems; (3) institutional impediments, including lack of records, placement in inappropriate programs, lack of coordination, and educational performance problems; and (4) social and psychological concerns, including stress, social acceptance, and self-esteem. The third section, "Federal Legislation for the Homeless," describes provisions of the Stewart B. McKinney Homeless Assistance Act for homeless education. The fourth section, "Programs that Work," describes transitional programs in Tacoma (Washington), Salt Lake City (Utah), and San Diego (California), and mainstreamed programs in Venice (California), and New York City. The fifth section, "Breaking the Cycle of Homelessness," restates the need for more innovative educational programs along with economic, domestic, and other changes.
