Improving employment prospects for former prison inmates : challenges and policy

This paper analyzes the employment prospects of former prison inmates and reviews recent evaluations of reentry programs that either aim to improve employment among the formerly incarcerated or aim to reduce recidivism through treatment interventions centered on employment. I present an empirical portrait of the U.S. prison population and prison releases using nationally representative survey data. I characterize the personal traits of state and federal prison inmates, including their level of educational attainment and age as well as the health and mental health issues that occur with high frequency among this population. I then turn to the demand side of this particular segment of the U.S. labor market. Using a 2003 survey of California establishments, I characterize employers' preferences with regards to hiring convicted felons into non-managerial, non-professional jobs, the degree to which employers check criminal history records, and the incidence of legal prohibitions against hiring convicted felons. I conduct multivariate analyses of the impact of checking criminal backgrounds on the likelihood of hiring workers of difference race/gender combinations, using legal prohibition against hiring felons as an instrument for checking. Finally, I review the research evidence evaluating programmatic efforts to improve employment prospects and reduce recidivism among former prison inmates.

Barriers to Reentry?

With the introduction of more aggressive policing, prosecution, and sentencing since the late 1970s, the number of Americans in prison has increased dramatically. While many have credited these "get tough" policies with lowering violent crime rates, we are only just beginning to understand the broader costs of mass incarceration. In Barriers to Reentry? experts on labor markets and the criminal justice system investigate how imprisonment affects ex-offenders' employment prospects, and how the challenge of finding work after prison affects the likelihood that they will break the law again and return to prison. The authors examine the intersection of imprisonment and employment from many vantage points, including employer surveys, interviews with former prisoners, and state data on prison employment programs and post-incarceration employment rates. Ex-prisoners face many obstacles to re-entering the job market—from employers' fears of negligent hiring lawsuits to the lost opportunities for acquiring work experience while incarcerated. In a study of former prisoners, Becky Pettit and Christopher Lyons find that employment among this group was actually higher immediately after their release than before they were incarcerated, but that over time their employment rate dropped to their pre-imprisonment levels. Exploring the demand side of the equation, Harry Holzer, Steven Raphael, and Michael Stoll report on their survey of employers in Los Angeles about the hiring of former criminals, in which they find strong evidence of pervasive hiring discrimination against ex-prisoners. Devah Pager finds similar evidence of employer discrimination in an experiment in which Milwaukee employers were presented with applications for otherwise comparable jobseekers, some of whom had criminal records and some of whom did not. Such findings are particularly troubling in light of research by Steven Raphael and David Weiman which shows that ex-criminals are more likely to violate parole if they are unemployed. In a concluding chapter, Bruce Western warns that prison is becoming the norm for too many inner-city minority males; by preventing access to the labor market, mass incarceration is exacerbating inequality. Western argues that, ultimately, the most successful policies are those that keep young men out of prison in the first place. Promoting social justice and reducing recidivism both demand greater efforts to reintegrate former prisoners into the workforce. Barriers to Reentry? cogently underscores one of the major social costs of incarceration, and builds a compelling case for rethinking the way our country rehabilitates criminals.

Employment for former prisoners is a critical pathway toward reintegration into society and is central to the processes of desistance from crime. Nevertheless, the economic climate in Western countries has aggravated the ability of former prisoners and people with criminal records to find gainful employment. After Prison opens with a former prisoner’s story of reintegration employment experiences. Next, relying on a combination of research interviews, quantitative data, and literature, contributors present an international comparative review of Canada’s evolving criminal record legislation; the promotive features of employment; the complex constraints and stigma former prisoners encounter as they seek employment; and the individual and societal benefits of assisting former prisoners attain “gainful” employment. A main theme throughout is the interrelationship between employment and other central conditions necessary for safety and sustenance. This book offers suggestions for criminal record policy amendments and new reintegration practices that would assist individuals in the search for employment. Using the evidence and research findings of practitioners and scholars in social work, criminology and law, psychology, and other related fields, the contributors concentrate on strategies that will reduce the stigma of having been in prison; foster supportive relationships between social and legal agencies and prisons and parole systems; and encourage individually tailored resources and training following release of individuals.




Improving Employment Outcomes for the Federal Bureau of Prisons' Returning Citizens

The Federal Bureau of Prisons (BOP) is responsible for the custody and care of approximately 159,000 individuals. This responsibility includes safe and secure housing in correctional facilities located across the United States. Equally important is its responsibility to provide programming and support to help ensure that individuals released from federal custody are able to successfully transition from prison to the community and refrain from criminal activity. This transition can be challenging, and, for a variety of reasons, many returning citizens ultimately reengage with the criminal justice system at some point. Gainful employment has been recognized as a key factor in efforts to reduce recidivism. However, returning citizens who were incarcerated in federal prisons, particularly individuals with limited work histories or who have been out of the labor market for several years, face significant and well-documented barriers to employment. Preparing returning citizens for employment and supporting them through the reentry and employment processes can improve reentry outcomes and strengthen communities. To explore challenges and opportunities associated with improving employment outcomes among BOP releasees, the National Institute of Justice-supported by the RAND Corporation, in partnership with the University of Denver-hosted a virtual workshop of BOP staff, community-based reentry service providers, researchers, national employers, and other experts. This report summarizes discussion points from the workshop and presents a wide-ranging set of needs identified by workshop participants.




Evaluating the Effectiveness of Correctional Education


Book Description

After conducting a comprehensive literature search, the authors undertook a meta-analysis to examine the association between correctional education and reductions in recidivism, improvements in employment after release from prison, and other outcomes. The study finds that receiving correctional education while incarcerated reduces inmates' risk of recidivating and may improve their odds of obtaining employment after release from prison.
