The Connections Between Innovation, Culture, and Expertise in Water Infrastructure Organizations


Book Description

This research used a qualitative case study approach comparing two water sector organizations in Portland, Oregon. One organization included members who shared an engineering knowledge system, and the other had members oriented toward engineering as well as members with an ecological knowledge system. This research focused on implementation of a common innovation at both organizations, asset management. Asset management in the water sector developed within an engineering context and is seen by people within the sector as being compatible with an engineering way of thinking. Implementation of asset management prompts the reexamination of the assumptions, management structures and decision processes of the organization. This research found that implementation has been faster and more straightforward at the organization with only the engineering knowledge system because it was compatible with the organizational culture. Implementation at the organization with the more diverse knowledge system has been slower, more contentious, and has involved a reinvention process. The research examines how the underlying assumptions and orientations of these two knowledge systems are influencing adoption of asset management and reinventing what asset management means.

A new model for water management is emerging worldwide in response to water shortages, polluted waterways, climate change, and loss of biodiversity. The Crisis of Innovation in Water and Wastewater

The authors hypothesis is that the current water and wastewater sector is failing the populations of the western-world by clinging to orthodox and short-term visions of new technology and innovation, and also failing the developing nations by believing that delivery of western-world high-technology solutions is a contribution to humanitarian development. This book aims to define the concept of Nature Based Solutions (NBS) by using case studies from members of the European Innovation Partnership (EIP) Water Action Group - NatureWat. NBS is defined and characterized in terms of water source, contaminants, removal mechanisms and resource recovery potential. The case studies presented illustrate the appropriateness of NBS promoting climate resilience. Readers will discover a technology portfolio based on a number of demonstration sites in the fields of climate change adaption, water and wastewater treatment, resource recovery and re-use, and restoring ecosystems to promote the use of nature based solutions. The chapters in the book present a multidisciplinary approach involving social scientists, governance representatives and engineers. The underlying philosophy of the book is the circular economy of water which prioritizes the concepts of resource recovery and resilience within water resource management. The first section of the book presents the background and objectives of the study, and how the action group aims to promote the use of nature based solutions through its diverse technology portfolio. Particular attention is given to the goals of finding cost-effective solutions for wastewater treatment, climate change mitigation, disaster risk reduction, flood protection, greening cities, degraded areas restoration and biodiversity preservation.
