The Installation Restoration Program (IRP) Management Plan provides guidance on the management and execution of the Army IRP and supplements roles, responsibilities, and procedures contained in Army Regulation 200-1 and the accompanying Department of the Army Pamphlet 200-1 (DA PAM 200-1). Note: The DA PAM 200-1 is being published and currently is only available in draft. This management plan implements the Army's IRP in accordance with the Department of Defense's Management Guidance for the Defense Environmental Restoration Program (March 1998). It applies to activities that are located in the states of the U.S., territories, and the District of Columbia. This document is not applicable to Army restoration activities overseas, the Base Realignment and Closure (BRAC) Environmental Restoration Program or the Formerly Used Defense Sites (FUDS) Restoration Program.

This document provides guidance for preparation of Installation Action Plans (IAPs) that outline the total multi-year environmental restoration program for an installation. Action plans present an integrated, coordinated approach to achieving the installation's environmental restoration goals. The plans define all Installation Restoration Program (IRP) requirements, propose a comprehensive approach to conduct investigations and remedial actions, and identify possible removals and interim remedial actions at an installation. The intended audience for this guidance is the installation Remedial Project Manager, their IRP executing Project Managers, and major Army commands (MACOMs).

The U.S. Army Environmental Restoration Programs Guidance Manual was prepared by USAEC to provide guidance to the Installation Commander and his/her staff on implementing the Installation Restoration Program and the Base Realignment and Closure (BRAC) Environmental Restoration Program. The manual includes site identification, remedial action process, program management, documentation requirements and approvals, concurrent requirements, public participation, and contract administration. This manual is not intended to replace or modify existing Army regulations or Headquarters Department of the Army directives but to supplement the requirements set forth in these documents.

The Base Realignment and Closure (BRAC) Environmental Restoration Program Management Plan provides guidance on the management and execution of the Army BRAC Environmental Restoration Program and outlines roles, responsibilities, and procedures. The environmental restoration program at realigning and closing Army installations include cleanup activities and closure of sites necessary for property disposal and transfer. This management plan implements the Army's BRAC Environmental Restoration Program in accordance with the Department of Defense's Management Guidance for the Defense Environmental Restoration Program (March 1998). It applies to activities that are located in the states of the U.S. and the District of Columbia. This document is not applicable to the BRAC Program outside the continental U.S., the Installation Restoration Program (IRP) as funded by the Environmental Restoration, Army transfer account or the Formerly Used Defense Sites (FUDS) restoration program.
