The economic and social impacts of the coronavirus disease (COVID-19) have been dramatic, and transport has played a central role in its spread. The transport sector has also enabled essential workers to get to work during the pandemic and will support the needs of the population throughout the different stages of recovery. This guidance note presents (i) the impacts of the pandemic on social and travel behaviors in Asia and the Pacific, and how the transport sector is responding; and (ii) guiding principles and good practices in transport operations to support economic recovery.

During 2004, oil prices reached levels unprecedented in recent years. Although world oil markets remain adequately supplied, high oil prices reflect increasingly uncertain conditions, and many countries are considering ways to improve capacity to handle market volatility and possible supply disruptions in the future. In light of these concerns, this publication sets out a new quantitative assessment of the potential oil savings and costs of rapid oil demand restraint measures for transport, useful for both large-scale disruptions, and for smaller, localised supply disruptions in individual countries. It examines potential approaches for rapid uptake of measures such as telecommuting, ecodriving, and car-pooling; as well as discussing methodologies for adapting policy measures to national circumstances.

Security is critical to transport systems as they are often appealing targets for terrorist attacks. The significant costs of potential damage make effective security policies a key concern for transport decision makers. This publication examines the contribution economic analysis can make to improving security in aviation and maritime shipping by identifying methods for quantifying the benefits of security measures and assessing their effectiveness, and examining techniques to allocate resources targeting the highest risks.
