Job Creation and Job Destruction in Turkey

This paper examines the dynamics of Turkey's labor market using job flow analysis. We analyze administrative data from 2006 to 2021, encompassing all non-financial firms and their employees registered with social security institutions, to examine employment dynamics during various periods, including significant shocks like the 2008 global recession, the local currency collapse in late 2018, and the first two years of the COVID-19 pandemic. We examine how an extended set of firm characteristics influences employment structure dynamics. Turkey's labor market is highly dynamic, with job reallocation rates ranging from 34% to 44%, surpassing Anglo-Saxon nations and significantly exceeding transition countries, but having similar rates of developing countries. High excess job reallocation rates reveal substantial and genuine job structure changes in Turkey, especially notable in the construction sector, where job creation persistence is remarkably low. Micro firms (up to 10 employees) dominate job creation and destruction, with declining job flow rates as firms grow larger or older. Low-tech industries in manufacturing display a similar pattern, contributing significantly to job creation and destruction. Firms strongly engaged in imports and/or exports also contribute more to job creation and job destruction compared to those with low exposure to international trade.

The primary findings are as follows. 1) In the manufacturing sector as a whole, net job creation rate for females at every skill level are significantly higher than their male counterparts. 2) Gross job reallocation rate for females is about twice the size of males at the same skill levels. 3) Net job creation rates in the exportable sector are higher than they are in the import competing sectors for all worker groups. However, the net job creation rate for female production workers (non-production) relative to their male counterparts is higher (lower) in the import-competing sector than it is in the exportable sector. The main challenge for achieving a country's development goals is the creation of more, better and inclusive jobs, as economic growth needs to be accompanied by job growth if the poor are going to benefit to any significant extent. Turkey's rapid economic growth since the early 2000s has been studied by the World Bank and others, highlighting the role of comprehensive reforms that promoted the country's integration into the global economy, facilitated structural change, and catalyzed job creation. Therefore, the objective of this report is to present a comprehensive Jobs Diagnostic for Turkey with a view to promoting inclusive economic growth and poverty reduction. The report also aims to lay the evidence base to support policy dialogue in the country and provide input for the development of a national jobs strategy for the delivery of more, better, and inclusive jobs in Turkey. Understanding the factors that influence the creation of more, better and inclusive jobs essentially requires a multisectoral approach. Therefore, this jobs diagnostic aims to assess the relationships between supply- and demand-side factors.

What can be done to create more and better jobs in Europe and Central Asia? And should there be specific policies to help workers access those jobs? The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.

The Turkish economy was hit hard by the global economic crisis, but recovered fast and strong. The economy had already started to slow down in 2007, but the global financial events of late 2008 led to a sharp contraction starting in the last quarter of 2008 until growth resumed in the last quarter of 2009. The recovery was rapid, with growth reaching 9 percent in 2010 and 8.5 percent in 2011. This study looks at how the labor market fared during the recent downturn and recovery and informs policies to manage labor markets through the economic cycle and address the jobs challenge in Turkey. The study investigates: 1) pre-crisis labor market trends and the structural jobs challenge in Turkey; 2) aggregate and distributional impacts of the recent crisis, and subsequent recovery, on the labor market; and 3) recent policy measures and existing labor market institutions in the context of observed labor market outcomes. Finally, the study links policies to manage labor markets through the cycle with measures to address the longer term, structural jobs challenge in Turkey. Ongoing structural transformations and the large 'stock' of low-skilled workers are behind the jobs challenge in Turkey. Continued urbanization and labor shedding in agriculture, along with the increase in the Working Age Population (WAP), will continue to increase the number of (mostly) young and low-skilled workers looking for non-agricultural jobs. The Turkish Employment Agency (ISKUR) plays a key role in activating low-skilled workers into productive employment. ISKUR has come a long way since 2008, increasing the coverage and quality of vocational training, introducing job and vocational counselors and linking social assistance receipts to registration in ISKUR.
