Excerpt from Letters Patent and Instructions: Relating to the Orange River Colony Letters Patent passed under the Great Seal of the United Kingdom, Providing For The Establishment Of Responsible Government in The Orange River Colony. Edward the Seventh, by the grace of God of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas King, Defender of the Faith, Emperor of India. To all to whom these Presents shall come, Greeting. Whereas by Our Letters Patent under the Great Seal of Our United Kingdom of Great Britain and Ireland, bearing date at Westminster the 2nd day of August, 1901, We did constitute the office of Governor and Commauder-in-Chief (hereinafter called the "Governor") of Our Orange River Colony (hereinafter called "the Colony"), and did make provision for a Legislative Council in and for the said Colony; And whereas We think fit to provide for the establishment of Responsible Government in the Colony: Now know ye that We do declare Our will and pleasure to be as follows: - The Legislature. I. In place of the Legislative Council now subsisting there shall be The Legislature, a Legislature consisting of a Legislative Council and a Legislative Assembly, constituted as hereinafter provided. The constitution, appointment, and powers of the Legislative Council now subsisting shall continue in force until the date of the nomination of Members for election to the Legislative Assembly and no longer. Legislative Council. II. The Legislative Council shall consist of eleven Members, who shall be summoned by the Governor, and if any vacancy shall occur in the Council a Member shall be appointed to fill the said vacancy by the Governor in Council until the completion of the period for which the person in whose place he is appointed would have held office. Members of the Council shall be appointed in Our name by instruments under the Public Seal of the Colony.
