LGBTI Politics and Value Change in Ukraine and Turkey focuses on the impact of European Union promotion of LGBTI rights in Turkey and Ukraine, offering a re-evaluation of the mechanisms used by the EU and the domestic and external conditions that result in different outcomes. The LGBTI community in Turkey face real dangers. In 2015, the Turkish police interrupted the LGBTI Pride march in Istanbul, using tear gas and rubber bullets against the marchers. This marked the first attempt by the authorities to stop the parade by force, and similar actions occurred the following year. Here, Fait Muedini examines these levels of discrimination in Turkey, as well as exploring how activists are working to improve human rights for LGBTI individuals living in this hostile environment. Muedini bases his analysis on interviews taken with a number of NGO leaders and activists of leading LGBTI organisations in the region, including Lambda Istanbul, Kaos GL, Pembe Hayat, Social Policies, Gender Identity and Sexual Orientation Studies Association (SPoD), and Families of LGBT's in Istanbul (LİSTAG). In Queer in Translation, Evren Savcı analyzes the travel and translation of Western LGBT political terminology to Turkey in order to illuminate how sexual politics have unfolded under Recep Tayyip Erdoğan's AKP government. Under the AKP's neoliberal Islamic regime, Savcı shows, there has been a stark shift from a politics of multicultural inclusion to one of securitized authoritarianism. Drawing from ethnographic work with queer activist groups to understand how discourses of sexuality travel and are taken up in political discourse, Savcı traces the intersection of queerness, Islam, and neoliberal governance within new and complex regimes of morality. Savcı turns to translation as a queer methodology to think Islam and neoliberalism together and to evade the limiting binaries of traditional/modern, authentic/colonial, global/local, and East/West—thereby opening up ways of understanding the social movements and political discourse that coalesce around sexual liberation in ways that do justice to the complexities both of what circulates under the signifier Islam and of sexual political movements in Muslim-majority countries.

How do insurgents and governments select their targets? Which ideological discourses and organizational policies do they adopt to win civilian loyalties and control territory? Aysegul Aydin and Cem Emrence suggest that both insurgents and governments adopt a wide variety of coercive strategies in war environments. In Zones of Rebellion, they integrate Turkish-Ottoman history with social science theory to unveil the long-term policies that continue to inform the distribution of violence in Anatolia. The authors show the astonishing similarity in combatants’ practices over time and their resulting inability to consolidate Kurdish people and territory around their respective political agendas. The Kurdish insurgency in Turkey is one of the longest-running civil wars in the Middle East. Zones of Rebellion demonstrates for the first time how violence in this conflict has varied geographically. Identifying distinct zones of violence, Aydin and Emrence show why Kurds and Kurdish territories have followed different political trajectories, guaranteeing continued strife between Kurdish insurgents and the Turkish state in an area where armed groups organized along ethnic lines have battled the central state since Ottoman times. Aydin and Emrence present the first empirical analysis of Kurdish insurgency, relying on original data. These new datasets include information on the location, method, timing, target, and outcome of more than ten thousand insurgent attacks and counterinsurgent operations between 1984 and 2008. Another data set registers civilian unrest in Kurdish urban centers for the same period, including nearly eight hundred incidents ranging from passive resistance to active challenges to Turkey’s security forces. The authors argue that both state agents and insurgents are locked into particular tactics in their conduct of civil war and that the inability of combatants to switch from violence to civic politics leads to a long-running stalemate. Such rigidity blocks negotiations and prevents battlefield victories from being translated into political solutions and lasting agreements.

Despite its some of its more liberal and democratic characteristics - when compared to many other countries in the Middle East - the more conservative elements within Turkish politics and society have made gains over the past decades. As a result, like many others in the region, Turkish society has multiple standards when naming, evaluating and reacting to men who have sex with men. Cenk Ozbay argues that overall, self-identified gay men (as well as men who practice clandestine same-sex acts) are most of the time marginalised, ostracised and rendered 'immoral' in both everyday practices and social institutions. He offers in this book an analysis of the concept of masculinity as central to redefining boundaries of class, gender and sexuality, particularly looking at the dynamics between self-identified gay men and straight-acting male prostitutes, or 'rent boys'. A result of in-depth interviews with both self-identified gay men and rent boys, Ozbay explores the changing discourses and meaning of class, gender and queer sexualities, and how these three are embedded within urban and familial narratives.

This book addresses the ‘three moments’ in lesbian, gay, bisexual, transgender and intersex (LGBTI) asylum seekers’ and refugees’ efforts to secure protection: The reasons for their flight, the Refugee Status Determination process, and their integration into the host community once they are recognized refugee status.The first part discusses one of the most under-researched areas within the literature devoted to asylum claims based on sexual orientation and gender identity, namely the reasons behind LGBTI persons’ flight. It investigates the motives that drive LGBTI persons to leave their countries of origin and seek sanctuary elsewhere, the actors of persecution, and the status quo of LGBTI rights. Accordingly, an intersectional approach is employed so as to offer a comprehensive picture of how a host of factors beyond sexual orientation/gender identity impact this crucial first stage of LGBTI asylum seekers’ journey.In turn, the second part explores the challenges that LGBTI asylum seekers face during the RSD process in countries of asylum. It first examines these countries’ interpretations and applications of the process in relation to the relevant UNHCR guidelines and questions the challenges including the dominance of Western conceptions and narratives of sexual identity in the asylum procedure, heterogeneous treatment concerning the definition of a particular social group, and the difficulties related to assessing one’s sexual orientation within the asylum procedure. It subsequently addresses the reasons for and potential solutions to these challenges.The last part of the book focuses on the integration of LGBTI refugees into the countries of asylum. It first seeks to identify and describe the protection gaps that LGBTI refugees are currently experiencing, before turning to the reasons and potential remedies for them.
