Low-Skill Employment and the Changing Economy of Rural America


Book Description

This study reports trends in rural low-skill employment in the 1990s and their impact on the rural workforce. The share of rural jobs classified as low-skill fell by 2.2 percentage points between 1990 and 2000, twice the decline of the urban low-skill employment share, but much less than the decline of the 1980s. Employment shifts from low-skill to skilled occupations within industries, rather than changes in industry mix, explain virtually all of the decline in the rural low-skill employment share. The share decline was particularly large for rural Black women, many of whom moved out of low-skill blue-collar work into service occupations, while the share of rural Hispanics who held low-skill jobs increased.

Teachers of Color and Indigenous Teachers are underrepresented in public schools across the United States of America, with Black, Indigenous, and People of Color making up roughly 37% of the adult population and 50% of children, but just 19% of the teaching force. Yet research over decades has indicated their positive impact on student learning and social and emotional development, particularly for Students of Color and Indigenous Students. A first of its kind, the Handbook of Research on Teachers of Color and Indigenous Teachers addresses key issues and obstacles to ethnoracial diversity across the life course of teachers’ careers, such as recruitment and retention, professional development, and the role of minority-serving institutions. Including chapters from leading researchers and policy makers, the Handbook is designed to be an important resource to help bridge the gap between scholars, practitioners, and policy makers. In doing so, this research will serve as a launching pad for discussion and change at this critical moment in our country’s history. The Ku Klux Klan has peaked three times in American history: after the Civil War, around the 1960s Civil Rights Movement, and in the 1920s, when the Klan spread farthest and fastest. Recruiting millions of members even in non-Southern states, the Klan’s nationalist insurgency burst into mainstream politics. Almost one hundred years later, the pent-up anger of white Americans left behind by a changing economy has once again directed itself at immigrants and cultural outsiders and roiled a presidential election. In The Politics of Losing, Rory McVeigh and Kevin Estep trace the parallels between the 1920s Klan and today’s right-wing backlash, identifying the conditions that allow white nationalism to emerge from the shadows. White middle-class Protestant Americans in the 1920s found themselves stranded by an economy that was increasingly industrialized and fueled by immigrant labor. Mirroring the Klan’s earlier tactics, Donald Trump delivered a message that mingled economic populism with deep cultural resentments. McVeigh and Estep present a sociological analysis of the Klan’s outbreaks that goes beyond Trump the individual to show how his rise to power was made possible by a convergence of circumstances. White Americans’ experience of declining privilege and perceptions of lost power can trigger a political backlash that overtly asserts white-nationalist goals. The Politics of Losing offers a rigorous and lucid explanation for a recurrent phenomenon in American history, with important lessons about the origins of our alarming political climate.
