Madrasas and Ngos: Complements Or Substitutes? Non - State Providers and Growth in Female Education in Bangladesh

Abstract: There has been a proliferation of non-state providers of education services in the developing world. In Bangladesh, for instance, Bangladesh Rural Advancement Committee runs more than 40,000 non-formal schools that cater to school-drop outs from poor families or operate in villages where there's little provision for formal schools. This paper presents a rationale for supporting these schools on the basis of their spillover effects on female enrollment in secondary (registered) madrasa schools (Islamic faith schools). Most madrasa high schools in Bangladesh are financed by the sate and include a modern curriculum alongside traditional religious subjects. Using an establishment-level dataset on student enrollment in secondary schools and madrasas, the authors demonstrate that the presence of madrasas is positively associated with secondary female enrollment growth. Such feminization of madrasas is therefore unique and merits careful analysis. The authors test the effects of the Bangladesh Rural Advancement Committee primary schools on growth in female enrollment in madrasas. The analysis deals with potential endoegeneity by using data on number of the number of school branches and female members in the sub-district. The findings show that madrasas that are located in regions with a greater number of Bangladesh Rural Advancement Committee schools have higher growth in female enrollment. This relationship is further strengthened by the finding that there is, however, no effect of these schools on female enrollment growth in secular schools.







Civil Society and Mirror Images of Weak States

This book investigates theoretically and empirically whether and (if so) how state weakness influences the way in which national civil societies constitute themselves, using Bangladesh and the Philippines as case studies. A vibrant civil society is usually perceived as an important ingredient of democracy, but does this hold for civil society in weak states as well? What does civil society look like in contexts of state weakness? How much and what kind of political influence does it have in such settings? And are its actors really capable and willing to contribute to democracy in states where independent and legal bureaucratic institutions are weak? Addressing each of these questions, the author points the way to some hard re-thinking about the basis for and approach to development assistance to and via local civil society, with crucial repercussions for the ways in which international development assistance is designed and funded. Quality Enhancement in Madrasa Education

This unique empirical study focuses on the different quality dimensions of the Madrasa education system in Kerala, southwestern India. Madrasa education is one of the largest networks of non-governmental organisations (NGOs) in the world. Despite originating several centuries ago in a vastly different social and cultural context, it continues to address the educational needs of a large section of the Muslim population in India. Although the Madrasa system has seen many significant developments over time, academia has not paid much attention to its functions, strengths and contributions. This study fills this lacuna, and is grounded in detailed empirical investigation based on ethnographic surveys and interviews with various stakeholders from the field comprising students, teachers, parents, management committees, Madrasa boards and educationists. It critically examines the existing Madrasa education system in terms of different quality dimensions, including curriculum planning and designing, curriculum transaction, assessment and evaluation, institutional management and infra structure. While appreciating the contributions of Madrasas in promoting education among the Muslim minority of India, the book also identifies their problems and suggests creative modalities. Islamization in Modern South Asia


Book Description

This book explores the religious identity of the indigenous Gujjars living in Rajaji National Park (RNP), Uttarakhand, India. In the broader context of forest conservation discourse, steps taken by the local government to relocate the Gujjars outside RNP have been crucial in their choice to associate with NGOs and Deobandi Muslims. These intersecting associations constitute the context of their transitioning religious identity. The book presents a rich account of the actual process of Islamization through the collaborative agency of Deobandi madrasas and Tablighi Jama‘at. Based on documents and interviews collected over four years, it constructs a particular case of Deobandi reform and also balances this with a layered description of the Gujjar responses. It argues that in their association with the Deobandis, the Gujjars internalized the normative dimensions of beliefs and practices but not at the expense of their traditional Hindu-folk culture. This capacity for adaptation bodes well for the Gujjars, but their proper integration with wider society seems assured only in association with the Deobandis. Consequently this research also points toward the role of Islam in integrating marginal groups in the wider context of society in South Asia.
