This guide, which is aimed primarily at those responsible for providing learning opportunities within further education in England and Wales, deals with managing open learning. Addressed in the individual chapters of the guide are the following topics: the nature of open learning; the production of learning materials; the impact of open learning delivery systems on teachers; procedures for use in accounting for tutorial support, administrative support, and fees and recoupment; management of innovation in open learning; and criteria and methods for appraising the effectiveness and efficiency of open learning. The five appendixes to the guide include information on determining a college's establishment, on calculating unit totals for use in determining teacher salaries, computing student-to-staff ratios, utilizing information technology in open learning, and using the resources of helping agencies in open learning programs.
