In Moldova, the number of dual citizens has risen exponentially in the last decades. Before annexation, many saw Russia as granting citizenship to—or passportizing—large numbers in Crimea. Both are regions with kin majorities: local majorities claimed as co-ethnic by external states offering citizenship, among other benefits. As functioning citizens of the states in which they reside, kin majorities do not need to acquire citizenship from an external state. Yet many do so in high numbers. Kin Majorities explores why these communities engage with dual citizenship and how this intersects, or not, with identity. Analyzing data collected from ordinary people in Crimea and Moldova in 2012 and 2013, just before Russia’s annexation of Crimea, Eleanor Knott provides a crucial window into Russian identification in a time of calm. Perhaps surprisingly, the discourse and practice of Russian citizenship was largely absent in Crimea before annexation. Comparing the situation in Crimea with the strong presence of Romanian citizenship in Moldova, Knott explores two rarely researched cases from the ground up, shedding light on why Romanian citizenship was more prevalent and popular in Moldova than Russian citizenship in Crimea, and to what extent identity helps explain the difference. Kin Majorities offers a fresh and nuanced perspective on how citizenship interacts with cross-border and local identities, with crucial implications for the politics of geography, nation, and kin-states, as well as broader understandings of post-Soviet politics.

Winner of the 2019 CEU Award for Outstanding Research This book documents the making of Romanian citizenship from 1750 to 1918 as a series of acts of national self-determination by the Romanians, as well as the emancipation of subordinated gender, social, and ethno-religious groups. It focuses on the progression of a sum of transnational “questions” that were at the heart of North-Atlantic, European, and local politics during the long nineteenth century, concerning the status of peasants, women, Greeks, Jews, Roma, Armenians, Muslims, and Dobrudjans. The analysis emphasizes the fusion between nationalism and liberalism, and the emancipatory impact national-liberalism had on the transition from the Old Regime to the modern order of the nation-state. While emphasizing liberalism's many achievements, the study critically scrutinizes the liberal doctrine of legal-political “capacity” and the dark side of nationalism, marked by tendencies toward exclusion. It highlights the challenges nascent liberal democracies face in the process of consolidation and the enduring appeal of illiberalism in periods of upheaval, represented mainly by nativism. The book's innovative interdisciplinary approach to citizenship in the Ottoman and post-Ottoman Balkans and the richness of the sources employed, appeal to a diverse readership.

Nation-building as a process is never complete and issues related to identity, nation, state and regime-building are recurrent in the post-Soviet region. This comparative, inter-disciplinary volume explores how nation-building tools emerged and evolved over the last twenty years. Featuring in-depth case studies from countries throughout the post-Soviet space it compares various aspects of nation-building and identity formation projects. Approaching the issue from a variety of disciplines, and geographical areas, contributors illustrate chapter by chapter how different state and non-state actors utilise traditional instruments of nation-construction in new ways while also developing non-traditional tools and strategies to provide a contemporary account of how nation-formation efforts evolve and diverge.

Education plays an essential role in the promotion of the core values of the Council of Europe: democracy, human rights And The rule of law, As well as in the prevention of human rights violations. More generally, education is increasingly seen as a defence against the rise of violence, racism, extremism, xenophobia, discrimination and intolerance. This growing awareness is reflected in the adoption of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education (EDC/ HRE) by the Organisation's 47 member states in the framework of Recommendation CM/Rec(2010)7. The Charter was developed over a period of several years as a result of wide-ranging consultations and is non-binding. it will be an important reference point for all those dealing with citizenship and human rights education. it will hopefully provide a focus and catalyst for action in the member states, As well as a way of disseminating good practice and raising standards throughout Europe and beyond.
