China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.




The Politics of Military Reform in Post-Suharto Indonesia

This study discusses the process of military reform in Indonesia after the fall of Suharto?s New Order regime in 1998. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

CURRICULUM REFORM IN PAKISTAN

I have written this book in an effort to explore how the history of Pakistan has resulted in the critical problems weighing down its education system. The book examines the questions: Why and how has a small elite class come to rule Pakistan? And how has their rule worsened the country’s problems? The focus will be to critically examine the elements of the Pakistani national curriculum and madrasas and their effects on Pakistani society. The book represents the fusion of my experiences in Pakistan with extensive literature analysis, interviews, and textbook analysis. This research began when I came to the United States in January 2015 through the SAR program. I wanted to know the answers to profoundly unsettling questions. How can a society be so intolerant that a scholar educated solely in Pakistan is disregarded and assassinated while many Western-educated scholars with traditional insular thoughts are not only appreciated but flourishing? I wanted to know why Pakistani elites have so much power and freedom while lower classes are profoundly oppressed. Elites who barely pay taxes have been in power for generations while those that pay taxes suffer from sky-high inflation. The influential religious leaders mostly belong to the elite class while their followers are mostly lower class. Ruling families and social classes mostly control appointed positions. Do those in power not have a responsibility to speak on issues of social justice rather than limiting themselves in claiming that theirs is the only true form of Islam? Why don’t they work to end the disparity of quality education between classes in Pakistan? Instead, many elites run their own lucrative elite Islamic schools. More importantly, why do the ulama (which literally means “those who possess knowledge [ilm], particularly of Islam”) maintain a tight hierarchical system in the madrasa (Islamic seminary) community that rarely allows poor intelligent students to attain leadership positions? Why are the ulama silent in the face of ruthless murder of and discrimination against Pakistani minorities? Rome In The Teutoburg Forest

This paper examines the battle of Teutoburg (9 A.D.), its consequences on the Roman world, and the role cultural misunderstanding played on the tactical, operational, and strategic levels. The Roman commander’s cultural misunderstanding of his enemy caused mistakes at the operational and tactical levels, while the Roman Emperor’s cultural misunderstanding brought about mistakes at the strategic level and created poor policy decisions following the battle, which affected Rome like no other battle in its history. Chapter 2 examines the consequences of other Roman loses (with much higher casualties) to show how none of them carried the same impact as the Teutoburg loss. They were but temporary “setbacks”, while Teutoburg was Rome’s first military “defeat” in its history. The Roman direction of conquest into Germania and the image of the pre-Teutoburg Germanic barbarian (an image which changes greatly into an elevated status following the massacre) are also examined. Chapter 3 examines the commanders of both sides and the battle itself. Chapter 4 looks at the significance of this loss. This battle caused Rome to adopt its first permanent defensive boundary and set the first limit of the Roman Empire.
