The Work Equity Project is a demonstration employment and training program operating in the city of St. Paul and in seven counties in central Minnesota from July 1978 through March 1981. Statutory criteria require participation in the project from certain AFDC clients in St. Paul and AFDC, general assistance and food stamp clients in the balance of the state areas. The project is designed to place its clients in suitable jobs that will reduce their dependence on welfare and offers job placement assistance, subsidized jobs and training, vocational counseling, and social services. The project replaced WIN in those counties where Work Equity operates, and draws from the WIN and CETA programs' legislative authority and certain operating procedures. ABT Associates Inc. has been contracted by the Department of Labor, the project grantor, to evaluate the Work Equity Project.
