Canada's record of support to families with children has never been exemplary. Compared to other industrialized countries and to this country's proud accomplishments in health care and income support for seniors, Canada's showing in family income and other programs has been poor. The document looks at the perspectives on gender and social responsibility. Topics covered are: introduction and overview; a social responsibility framework; the causes of poverty and vulnerability in Canada; addressing poverty and vulnerability in a post-CHST (Canada Health & Social Transfer) world; and review and assessment of the National Child Benefit and Provincial Programs.

The education sector is vulnerable to a broad range of risks that can threaten development effectiveness. Risks can spring from several factors: substantial share of education in total government expenditure, opportunities for discretionary decision making, political interference and patronage networks, weak sector institutions, and nontransparent and inefficient systems. Vulnerabilities may exist at any stage and among any group of actors from policy makers to education providers and to education beneficiaries. Weak accountability increases the likelihood of misaligned priorities, resource leakages, and poor service delivery. This guidance note aims to explain key features of the education sector and identify entry points for mapping governance risks.

"'Gender Matters' is a manual aimed to assist educators and youth leaders work on issues of gender and gender-based violence with young people. This publication presents theoretical information, methods and resources for education and training activities, along with concrete exercises that users can put into practice in their daily work. Violence is a serious issue which directly affects the lives of many young people. It often results in lasting damage to their well-being and integrity, putting even their lives at risk. Gender-based violence, including violence against women, remains a key human rights challenge in contemporary Europe and in the world. Working with young people on human rights education is one way of preventing gender-based violence from occurring. By raising awareness on why and how it manifests and exploring its impact on people and in society, gender-based violence will no longer go undetected. Gender really does matter, to women, to men, to young people - to all of us. This manual serves to explore these human rights issues and act upon them."--Book jacket.

Barnett and Boocock present a multi-disciplinary assessment of the long-term outcomes of early care and education in the United States and abroad. Innovative new research, together with up-to-date, comprehensive reviews, provide lessons for the design of early childhood programs, policies, and research. Contributors from the fields of education, psychology, sociology, and economics address questions about the causal relationships through which early childhood programs produce their long-term effects, the characteristics of effective early childhood programs, how nations respond to the global social and economic trends that are changing the lives of children and their families everywhere, child care's effects on maternal labor force participation, the potential and perils of welfare reform, and the implications of national economic and political structures for early care and education policies. A unique feature of the book is its attention to the practical problems of conducting research to support public policy development, translating research results into public policy, and improving communication between researchers and policy makers. The research presented in this important volume clearly establishes that early care and education can permanently improve the lives of children in poverty, provides research-based recommendations for achieving that goal through public policy, and sets an agenda for future research on early care and education's long-term outcomes.

Over the last three decades, large-scale economic developments, such as technological change, the decline in unionization, and changing skill requirements, have exacted their biggest toll on low-wage workers. These workers often possess few marketable skills and few resources with which to support themselves during periods of economic transition. In Working and Poor, a distinguished group of economists and policy experts, headlined by editors Rebecca Blank, Sheldon Danziger, and Robert Schoeni, examine how economic and policy changes over the last twenty-five years have affected the well-being of low-wage workers and their families. Working and Poor examines every facet of the economic well-being of less-skilled workers, from employment and earnings opportunities to consumption behavior and social assistance policies. Rebecca Blank and Heidi Schierholz document the different trends in work and wages among less-skilled women and men. Between 1979 and 2003, labor force participation rose rapidly for these women, along with more modest increases in wages, while among the men both employment and wages fell. David Card and John DiNardo review the evidence on how technological changes have affected less-skilled workers and conclude that the effect has been smaller than many observers claim. Philip Levine examines the effectiveness of the Unemployment Insurance program during recessions. He finds that the program's eligibility rules, which deny benefits to workers who have not met minimum earnings requirements, exclude the very people who require help most and should be adjusted to provide for those with the highest need. On the other hand, Therese J. McGuire and David F. Merriman show that government help remains a valuable source of support during economic downturns. They find that during the most recent recession in 2001, when state budgets were stretched thin, legislatures resisted political pressure to cut spending for the poor. Working and Poor provides a valuable analysis of the role that public policy changes can play in improving the plight of the working poor. A comprehensive analysis of trends over the last twenty-five years, this book provides an invaluable reference for the public discussion of work and poverty in America.
