This study recounts the history of efforts by the govertnment of Washington, DC, to control animals--farm animals and pets--in public places, from 1791 by the police and after 1871 the city pound service. In the 1870s newly organized humane organizations and, later, private shelter operations also took in strays. The text follows the legalities, procedures and adventures of these actors to about 1940, by which time animal control in Washington had largely taken the form we see today--back cover.
