In the first decade of the twenty-first century, countries within Sub-Saharan Africa reached milestones that seemed impossible only ten years ago: macroeconomic stability, sustained economic growth, and improved governance. Continuing this pattern of success will require enhancing the region’s agricultural sector, in which a large proportion of poor people make a living. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research. The last ten years have been an encouraging time for one of the world’s poorest regions; this book offers an analysis of how recent, promising trends can be sustained into the future.

This paper aims to develop specific strategies for reforming the Agricultural Research Council of Nigeria (ARCN) for achieving greater efficiency, effectiveness, impact, and sustainability through its constituent institutions. Based on a two-year consultative and interactive process of internal discussion, external learning, and analysis of various restructuring options, this paper proposes specific interventions for promoting results-based approaches to priority setting, resource mobilization and allocation, effective implementation of research programs, enhanced and timely delivery of results, mon-itoring and evaluation, impact assessment, and improved networking among domestic and international partners. The paper recommends a phased approach to ARCN reforms, beginning with organizational transformation and capacity strengthening at all levels. In addition, issues, challenges, and opportunities for sustainable funding, integration of re-search, extension, education, and the regulatory mandates of ARCN are discussed. Finally, an implementation plan for restructuring ARCN is presented.

This case study was conducted to provide a good understanding of the challenges and opportunities related to Egypt’s agricultural research and organizational development to draw lessons and develop supporting guidelines. This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. An in-depth quantitative analysis is undertaken in this paper to assist the Southern African Development Community (SADC) Secretariat, member countries, and development partners in setting future regional investment priorities for agricultural research and development in the SADC region. A primary goal of this work was to identify a range of agricultural research priorities for achieving sector productivity and overall economic growth in southern Africa, at both the country and regional levels. This is accomplished by adopting an integrated modeling framework that combines a disaggregated spatial analytical model with an economywide multimarket model developed specifically for the region.
