These guidelines were developed to fulfill recommendations included in the Federal Smog Management Plan, phase II. The guidelines recommended volatile organic compound (VOC) content limits for 23 categories of consumer products such as air fresheners, cleaners, polishes, adhesives, insecticides, and hair care products.
