Public War, Private Fight? The United States and Private Military Companies

"The United States has long utilized private military contractors to augment regular military forces in support of its national foreign policy and security needs. Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. Like the other monographs in the Combat Studies Institute's Global War on Terrorism Occasional Paper series, Public War, Private Fight? The United States and Private Military Companies provides another case study for use by modern military leaders to help them prepare themselves and their soldiers for operations in the current conflict. This work examines the widespread use of contractors by the military to help fill the massive and complex logistical requirements of a modern military force. Ms. Kidwell examines the use of Private Military Companies (PMC) as far back as the American Revolution and follows their evolution through the War with Mexico, the Civil War, the Spanish-American War, and the first Gulf War. She then analyzes the use of PMCs in Operation ENDURING FREEDOM and Operation IRAQI FREEDOM. Ms. Kidwell concludes that PMCs will be an increasingly important facet of US military operations for the foreseeable future; however, the use of contractors on the battlefield is not a panacea for all logistics problems. Logisticians, contractors, and military leaders who have responsibility for such operations in the current conflict against terror will gain useful insights to the advantages and disadvantages of these combat multipliers after reading this Occasional Paper. The Ethics of Military Privatization


Book Description

This book explores the ethical implications of using armed contractors, taking a consequentialist approach to this multidisciplinary debate. While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. Recognising that outsourcing force will continue, this book thus proposes some changes to account for the problems of commodification, belligerent equality, and the challenge to the military profession. This book will be of interest to students of private security, military studies, ethics, security studies, and IR in general.

From their limited use in China during World War II, for example, to their often clandestine use in Vietnam ferrying supplies before the war escalated in 1964 and 1965 when their role became more prominent-and public-private military contractors (PMCs) have played made essential contributions to the success and failures of the military and United States. Today, with an emphasis on force restructuring mandated by the Pentagon, the role of PMCs, and their impact on policy-making decisions is at an all time peak. This work analyzes that impact, focusing specifically on PMCs in Iraq since the fall of Saddam Hussein in 2003. Isenberg dissects their responsibilities, the friction that exists between contractors and military commanders, problems of protocol and accountability, as well as the problems of regulation and control that PMC companies create for domestic politics. Isenberg organizes his work thematically, addressing all facets of PMCs in the current conflict from identifying who the most influential companies are and how they got to that point, to the issues that the government, military, and contractors themselves face when they take the field. He also analyzes the problem of command, control, and accountability. It is no secret that PMCs have been the source of consternation and grief to American military commanders in the field. As they work to establish more routine protocols in the field, however, questions are also being raised about the role of the contractors here at home. The domestic political arena is perhaps the most crucial battleground on which the contractors must have success. America’s Mercenaries: War By Proxy

Although the government’s reliance on contractors to support military forces is not a new phenomenon, the degree to which contractors are involved in Operations Enduring Freedom and Iraqi Freedom (OIF) has increased substantially. In OIF in particular, contractors perform a wide range of services in support of stabilization and reconstruction efforts. Perhaps the most controversial and arguably the most troublesome of these contractors are those that are armed and use violence in the course of fulfilling their contractual obligations. This thesis explores whether or not such contractors, herein identified as private security providers (PSPs), have a destabilizing influence on United States political and military objectives. In doing so, the thesis identifies and evaluates the legal environment in which PSPs operate the intersection between PSP activities and critical requirements and vulnerabilities of coalition forces and PSP involvement within logical lines of operation within Iraq. In concluding, the author posits that PSPs have a destabilizing impact on not only the political and military mission, but the United States military as well. Finally, the author provides recommendations for employing PSPs in the present and future conflicts.
