FEMA has the statutory authority to deliver numerous disaster and non-disaster financial assistance programs in support of its mission, and that of the Department of Homeland Security, largely through grants and cooperative agreements. These programs account for a significant amount of the federal funds for which FEMA is accountable. FEMA officials are responsible and accountable for the proper administration of these funds pursuant to federal laws and regulations, Office of Management and Budget circulars, and federal appropriations law principles.

From FY 2003 through FY 2009, the Dept. of Homeland Security allocated about $5 billion for the Urban Area Security Initiative (UASI) grant program to enhance regional preparedness capabilities in the highest risk urban areas. FEMA administers this program. The 9/11 Comm. Act of 2007 required FEMA to change the size of the geographical areas used to assess UASI regions' risk. This report assesses FEMA's efforts to build regional prepared., and determines how the 9/11 Act change affected UASI regions and addresses: the extent to which FEMA assesses how UASI regions' collaborative efforts build prepared. capabilities; and how UASI officials described their collaboration efforts and changes resulting from the 9/11 Act.
