The modern telecommunications infrastructureâ€"made possible by research performed over the last several decadesâ€"is an essential element of the U.S. economy. The future of disability in America will depend on how well the U.S. prepares for and manages the demographic, fiscal, and technological developments that will unfold during the next two to three decades. Building upon two prior studies from the Institute of Medicine (the 1991 Institute of Medicine's report Disability in America and the 1997 report Enabling America), The Future of Disability in America examines both progress and concerns about continuing barriers that limit the independence, productivity, and participation in community life of people with disabilities. In response to a request from the Defense Advanced Research Projects Agency, the committee studied a range of issues to help identify what strategies the Department of Defense might follow to meet its need for flexible, rapidly deployable communications systems. Taking into account the military's particular requirements for security, interoperability, and other capabilities as well as the extent to which commercial technology development can be expected to support these and related needs, the book recommends systems and component research as well as organizational changes to help the DOD field state-of-the-art, cost-effective untethered communications systems.
