The goal for Australia's development cooperation program is to help build a secure nation and reduce the incidence and severity of poverty within PNG. Australian and international experience confirms that persistent poor governance, poor service delivery and low rates of growth will undermine this goal. Political will, strong economic policies, robust public institutions, domestic political stability and strengthened rule of law are essential for economic growth. The effective delivery of basic services such as health and education are also essential.
