The U.S.-Mexico Border Region is among the poorest geographical areas in the United States. The region has been long characterized by dual development, poor infrastructure, weak schools, health disparities and low-wage employment. More recently, the region has been affected by the violence associated with a drug and crime war in Mexico. The premise of this book is that the U.S.-Mexico Border Region is subject to systematic oppression and that the so-called social pathologies that we see in the region are by-products of social and economic injustice in the form of labor exploitation, environmental racism, immigration militarism, institutional sexism and discrimination, health inequities, a political economy based on low-wage labor, and the globalization of labor and capital. The chapters address a variety of examples of injustice in the areas of environment, health disparity, migration unemployment, citizenship, women and gender violence, mental health, and drug violence. The book proposes a pathway to development.

Los servicios ferroviarios urbanos de alto rendimiento, cuando se abordan cuidadosamente en el contexto de un proyecto de desarrollo, pueden ayudar a mejorar la calidad de vida de los ciudadanos brindándoles acceso a oportunidades laborales y servicios esenciales, tanto del entorno urbano inmediato como de comunidades vecinas. Este manual sintetiza y difunde conocimientos sobre planificación, implementación y operación de los proyectos ferroviarios urbanos para: i) destacar la necesidad de realizar estudios tempranos y planificar los proyectos, ii) contribuir a que los proyectos sean más sostenibles (desde el punto de vista económico, social y ambiental); iii) mejorar los beneficios socioeconómicos de los usuarios y el acceso de estos a distintas oportunidades; iv) maximizar el valor de la participación privada, cuando corresponda, y v) fortalecer la capacidad de las instituciones encargadas de la gestión e implementación de los proyectos. Se ofrece experiencia para lidiar con los desafíos técnicos, institucionales y financieros a los que se enfrentan los tomadores de decisiones de proyectos ferroviarios urbanos. Se reúnen los conocimientos especializados del personal del Banco Mundial y el aporte de numerosos especialistas para sintetizar buenas prácticas y recomendaciones basadas en experiencia global que no responden a intereses comerciales, financieros ni políticos, entre otros. El material presentado tiene como objetivo servir de guía imparcial para maximizar el impacto y afrontar los desafíos que conllevan los sistemas ferroviarios urbanos en las ciudades de países desarrollados y en desarrollo. New Mechanisms of Participation in Extractive Governance

The scholarly debate on deliberative democracy often suggests that participatory processes will contribute to make environmental governance not only more legitimate and effective, but also lead to the empowerment of marginalized social groups. Critical studies, however, analyse how technologies of governance make use of participation to draw boundaries that separate technical knowledge from political concerns, direct the focus towards procedural aspects and contractual obligations, and reinforce hegemonic understandings of development and of local people’s relationships to their environment. This book focuses on the dynamics and use of participatory mechanisms related to the rapid expansion of the extractive industries worldwide and the ways it increasingly affects sensitive natural environments populated by indigenous and other marginalized populations. Nine empirically grounded case studies analyse a range of participatory practices ranging from state-led and corporation-led processes like prior consultation and Free Prior and Informed Consent (FPIC), compensation practices, participatory planning exercises and the participation in environmental impact assessments (EIAs), to community-led consultations, community-based FPIC and EIA processes and struggles for community-based governance of natural resource uses. The book provides new insights through a combination of different theoretical strands, which help to scrutinize the limits to deliberation and empowerment on the one hand, and on the other hand to understand the political resistance potential that alternative uses of participatory mechanisms can generate. This is a story about governance in Mexico after the labor and environmental accords—called "side agreements"—that accompanied the NAFTA treaty went into effect. These side agreements required member states to uphold and enforce their labor and environmental laws; though never codified, it was widely accepted that Mexico, in particular, had a problem with law enforcement. Side Effects explores how differences in institutional design (of the side agreements) and domestic capacity (between the labor and environment sectors) influenced norm socialization in Mexico. It argues that the acceptance of rule-of-law norms in environmental governance can be attributed to participating institutions' independence from national control, their willingness to give citizens access, and the professionalization and technical capacity of domestic bureaucrats and civil society actors. Changes in labor governance have been hampered by union confederations, longstanding corruption, and a closed opportunity structure. Going beyond a simple accounting exercise of resources devoted to enforcing the law, this book comes to grips with how best to strengthen local capacity and promote pro-norm behavior—advances essential to the task of development and democratization.
