In Going Stealth Toby Beauchamp demonstrates how the enforcement of gender conformity is linked to state surveillance practices that identify threats based on racial, gender, national, and ableist categories of difference. Positioning surveillance as central to our understanding of transgender politics, Beauchamp examines a range of issues, from bathroom bills and TSA screening practices to Chelsea Manning's trial, to show how security practices extend into the everyday aspects of our gendered lives. He brings the fields of disability, science and technology, and surveillance studies into conversation with transgender studies to show how the scrutinizing of gender nonconformity is motivated less by explicit transgender identities than by the perceived threat that gender nonconformity poses to the U.S. racial and security state. Beauchamp uses instances of gender surveillance to demonstrate how disciplinary power attempts to produce conformist citizens and regulate difference through discourses of security. At the same time, he contends that greater visibility and recognition for gender nonconformity, while sometimes beneficial, might actually enable the surveillance state to more effectively track, measure, and control trans bodies and identities.

Trust and Transparency in an Age of Surveillance

Investigating the theoretical and empirical relationships between transparency and trust in the context of surveillance, this volume argues that neither transparency nor trust provides a simple and self-evident path for mitigating the negative political and social consequences of state surveillance practices. Dominant in both the scholarly literature and public debate is the conviction that transparency can promote better-informed decisions, provide greater oversight, and restore trust damaged by the secrecy of surveillance. The contributions to this volume challenge this conventional wisdom by considering how relations of trust and policies of transparency are modulated by underlying power asymmetries, sociohistorical legacies, economic structures, and institutional constraints. They study trust and transparency as embedded in specific sociopolitical contexts to show how, under certain conditions, transparency can become a tool of social control that erodes trust, while mistrust—rather than trust—can sometimes offer the most promising approach to safeguarding rights and freedom in an age of surveillance. The Transparent Traveler

At the airport we line up, remove our shoes, empty our pockets, and hold still for three seconds in the body scanner. Deemed safe, we put ourselves back together and are free to buy the beverage we were prohibited from taking through security. In The Transparent Traveler Rachel Hall explains how the familiar routines of airport security choreograph passenger behavior to create submissive and docile travelers. The declaration of a “War on Terror” in the aftermath of the September 11, 2001 terrorist attacks brought sweeping changes to the American criminal justice and national security systems, as well as a massive shift in the American public opinion of both individual Muslims and the Islamic religion generally. Since that time, sociologist Saher Selod argues, Muslim Americans have experienced higher levels of racism in their everyday lives. In Forever Suspect, Selod shows how a specific American religious identity has acquired racial meanings, resulting in the hyper surveillance of Muslim citizens. Drawing on forty-eight in-depth interviews with South Asian and Arab Muslim Americans, she investigates how Muslim Americans are subjected to racialized surveillance in both an institutional context by the state and a social context by their neighbors and co-workers. Forever Suspect underscores how this newly racialized religious identity changes the social location of Arabs and South Asians on the racial hierarchy further away from whiteness and compromises their status as American citizens.
