This Phase 2 (PH2) Remedial Investigation (RI) report was prepared for selected study sites at the LAP Area of Joliet Army Ammunition Plant (JAAP), Joliet, Illinois. This report was prepared in accordance with the Federal Facilities Agreement (FAA) between the U.S. Army Environmental Center (USAEC; formerly USATHAMA), U.S. Environmental Protection Agency (EPA) Region V, and Illinois EPA. The report presents the results of the PH2 field investigation. The purpose of the report is to present the findings of sampling that was conducted to fill data gaps identified at the completion of the Phase 1 field activities. This report defines the nature and extent of contamination at thirteen study areas, Prairie Creek, Doyle Lake and Jordan Creek. All previous collected data from these areas is also summarized.

The purpose of the Southern Study Area (SSA) Report is to present the Army's Remedial Investigation (RI) results for the southern portion of Rocky Mountain Arsenal (RMA). This document is a formal RI product in accordance with the proposed Federal Facilities Agreement and Settlement Agreement (1988), the RMA Technical Program Plan (TPP) (PMO, 1988/RIC 88131R01), and the June 1985 U.S. Environmental Protection Agency (EPA) RI Guidance Document. The seven completed RI Study Area Reports (SARs), along with the RI media reports for air, biota, buildings, and water, fulfill the requirements of defining the nature and extent of contamination, and completing a comprehensive RI for the On-post Operable Unit of RMA as required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act (SARA), and the National Contingency Plan (NCP). The SSA report integrates known historical information, the results of previous investigations, and the current RI programs for buildings, soil, surface water, groundwater, biota, and air to present an overall environmental contamination assessment of the study area as required under Contract Numbers DAAA15-88-D- 0024. The SSA Report represents Volume VI of the overall RMA Remedial Investigation.

Phase 2 of a remedial investigation (RI) has been conducted at the U.S. Army Materials Technology Laboratory (MTL) in Watertown, Massachusetts. The U.S. Army Environmental Center, New England Division, contracted with Roy F. Weston, Inc. (WESTON) under the Base Closure Program Contract Number DAA15-9O-D-0009, Task Order 1, to complete, among other tasks, the Phase 2 RI at MTL. After the Phase 1 RI was initiated, MTL was recommended for closure by the Defense Secretary's Commission on Base Realignment and Closures. The original objectives of the Phase 1 RI did not include assessing concerns associated with future unlimited use of the site by the public after the closure of MTL. To do so, sampling in buildings, as well as more extensive environmental sampling and risk assessment, was required. This additional information was collected during the Phase 2 RI to properly evaluate potential remedial measures that would allow subsequent land use consistent with assigned reuse.
